【摘要】：随着全球化进程的不断加深和中国经济的持续发展，我国每年前往海外经商、旅游、留学、探亲、务工等跨国活动的人员迅速增长。2012年，中国公民出境总数已达近8000余万人次，跨国活动地域更加广泛，目的更加多元。但同时，全球化社会是一个风险社会，中国公民面临的海外安全风险地理范围不断扩大，类别逐渐增多。传统安全问题如战争和武装冲突的数量大幅减少，但其下降趋势处于停滞状态。而诸如国际恐怖主义活动、自然灾害、传染性疾病、海盗活动等非传统安全问题大量涌现，传统安全和非传统安全因素相互交织，，不同程度地威胁到海外中国公民的生存和发展。中国领事保护作为保护本国公民合法权益的基本方式，在全球化时代面临着严峻的挑战。本文首先介绍了国际领事制度的历史沿革，领事保护的主要职责及全球化时代国际领事保护的发展，尤其是发达国家领事保护的发展趋势。其次分析全球化时代中国领事保护面临的新形势，其中包括中国公民海外安全的现状及安全风险的成因和特点，最后阐述了全球化时代中国领事保护的发展状况及作者对今后中国领事保护改进和完善的建议。
[Abstract]:With the deepening of the globalization process and the sustained development of China's economy, the number of people who travel abroad to conduct business, travel, study abroad, visit relatives, work and other transnational activities grows rapidly every year. In 2012, the total number of Chinese citizens leaving the country has reached nearly 8000 million. Transnational activities are more extensive in area and more diversified in purpose. But at the same time, the globalization society is a risk society. The number of traditional security issues, such as wars and armed conflicts, has fallen sharply, but the decline has stalled. And non-traditional security issues, such as international terrorism, natural disasters, infectious diseases, piracy, and so on, have emerged in large numbers, and traditional and non-traditional security factors are intertwined. It threatens the survival and development of overseas Chinese citizens to varying degrees. As a basic way to protect the legal rights and interests of Chinese citizens, consular protection in China is facing severe challenges in the era of globalization. This paper first introduces the history of the international consular system, the main responsibilities of consular protection and the development of international consular protection in the era of globalization, especially the development trend of consular protection in developed countries. Secondly, it analyzes the new situation of Chinese consular protection in the era of globalization, including the status quo of overseas security of Chinese citizens and the causes and characteristics of security risks. Finally, the author expounds the development of Chinese consular protection in the era of globalization and the author's suggestions on the improvement and perfection of Chinese consular protection in the future.
