【摘要】：冷战结束初期,亚太地区安全形势复杂多变,而蓬勃发展的地区安全合作组织正成为地区国家摆脱安全困境、推进安全互信、化解潜在冲突和提升国家实力的重要工具。东盟地区论坛也应运而生,其独特的运行机制吸引了区域外大国纷纷参与以实现和维护自身的安全利益。中国也积极的参与了论坛第一和第二外交轨道的很多活动。本文所探讨正是中国参与论坛的活动进程,在具体问题上的成败得失,关于论坛未来发展所持的立场等问题。文章首先从国际政治安全现实利益的角度分析了论坛成立的原因,着重描述了论坛双轨并立的运行机制;正是这种特有的“东盟方式”赋予了论坛在推进互信、构筑合作方面的重大作用。然后,从维持稳定的周边环境、消除“中国威胁论”、缓解外交安全压力、压制“台独”势力、扩大国际影响力等方面阐述了中国参与论坛的总体利益和目标。而文章的重心一是对中国参与两个轨道外交活动进程的梳理;二是分析了中国在具体问题如建立安全互信,南海问题,台湾问题等上的成效与问题;三是针对在上述问题上面临的挑战,给出了一些现实的政策建议。最后梳理了中国对论坛发展的历次主张,在此基础上并结合“ARF2020远景声明”,从三方面探讨了中国对论坛未来发展的立场。
[Abstract]:At the beginning of the Cold War, the security situation in the Asia-Pacific region was complicated and changeable, and the booming regional security cooperation organization was becoming an important tool for regional countries to extricate themselves from the security dilemma, promote security mutual trust, resolve potential conflicts and enhance national strength. The ASEAN Regional Forum (ARF) has emerged as the times require, and its unique operational mechanism has attracted the participation of large powers outside the region in order to realize and safeguard their own security interests. China has also actively participated in many activities on the first and second diplomatic tracks of the Forum. This paper discusses the issues of China's participation in the Forum's activities, its success or failure on specific issues, and its position on the future development of the Forum. The article first analyzes the reasons for the establishment of the Forum from the perspective of the realistic interests of international political security, and emphatically describes the operating mechanism of the Forum, which is based on the unique "ASEAN approach", which has given the Forum the impetus of mutual trust. A major role in building cooperation. Then, from the aspects of maintaining a stable surrounding environment, eliminating the "China threat" theory, relieving diplomatic security pressure, suppressing "Taiwan independence" forces, and expanding international influence, the general interests and objectives of China's participation in the forum are expounded. The focus of the article is to sort out the process of China's participation in the diplomatic activities of the two tracks, second, to analyze China's achievements and problems on specific issues such as establishing mutual trust in security, the South China Sea issue, the Taiwan issue, and so on. Third, in view of the above-mentioned challenges, some practical policy recommendations are given. In the end, this paper combs China's previous opinions on Forum development, and discusses China's position on the Forum's future development from three aspects, on the basis of this and combined with the "ARF2020 Vision statement".
