中国与联合国人类环境会议的关系研究

【摘要】：随着社会经济的发展和工业化进程的加快,人类赖以生存的环境日益遭到极大的破坏。在大自然对人类一次又一次的报复之下,对人类居住的环境进行保护的重要性开始日益凸显。在这种背景下,作为世界上最大的国际组织,联合国于1972年召开了第一次全球性的人类环境会议。会上通过的《人类环境宣言》和《行动计划》成为世界各国进行环境保护工作的指导原则和行动纲领。在它的推动下,世界各国开始重视环境问题并开展了一系列的环境保护工作。中国政府派代表团出席了这次会议,这是中国政府第一次正式出席有关国际环境方面的会议。中国代表团在会上做出了重要的贡献,但由于受极左路线和当时政治思潮的影响,代表团在会议上的表现也存在一定的缺陷和不足,例如,过分强调意识形态,没有看到各国在环境保护领域存在的共同利益等。联合国人类环境会议的召开,给当时正处于“文革”混乱状态下的中国政府敲响了警钟,认识到环境保护对一国发展的重要性,从而在中国环保领域迈出了艰难的一步。在这次会议的影响下,中国召开了全国第一次环境保护会议,制定了保护环境的若干行动规划。另外,联合国人类环境会议也是中国环境外交的开端,从此中国开始逐渐参与国际范围内的环境保护合作。
[Abstract]:With the development of social economy and the acceleration of industrialization, the environment on which human beings depend for existence has been greatly damaged. The importance of protecting the living environment of human beings has become increasingly prominent in the revenge of nature on human beings over and over again. Against this background, the United Nations, as the largest international organization in the world, convened the first global conference on the human environment in 1972. The Declaration on the Human Environment and the Plan of Action adopted at the meeting serve as guiding principles and programmes of action for environmental protection in all countries of the world. Under its impetus, countries all over the world began to pay attention to environmental problems and carried out a series of environmental protection work. The Chinese government sent a delegation to attend the meeting, the first time the Chinese government has formally attended an international environmental conference. The Chinese delegation made important contributions to the meeting, but due to the influence of the extreme left line and the political trend of the time, the delegation also had certain shortcomings and deficiencies in its performance at the meeting. For example, it put too much emphasis on ideology. Do not see the common interests of countries in the field of environmental protection, and so on. The convening of the United Nations Conference on the Human Environment sounded the alarm to the Chinese government, which was in the chaos of the "Cultural Revolution" at that time, and recognized the importance of environmental protection to the development of a country, thus taking a difficult step in the field of environmental protection in China. Under the influence of the conference, China held the first national environmental protection conference and formulated a number of action plans for environmental protection. In addition, the United Nations Conference on the Human Environment is also the beginning of China's environmental diplomacy, since then China has gradually participated in international environmental protection cooperation.
