冷战后日本对东盟政策的调整及其影响研究

【摘要】： 东盟作为东亚地区发展中国家组成的区域合作组织,不仅是日本的主要经济伙伴,而且是日本在国际社会发挥政治作用、军事安全作用的重要舞台和突破口。在经济全球化和区域一体化日益加深的今天,研究日本对东盟政策问题,无异具有重要的学术价值和现实意义。 全文主要从冷战结束之后,日本重返东南亚、日本对东盟的经济政策、外交政策、安全政策、区域合作政策以及日本对东盟政策转变对中国的影响等几个方面展开论述。日本对东盟的政策是一个递进发展、逐步充实的政策体系(经济→政治外交→安全→区域合作),经济关系始终是其政策的核心或基础,但在不同发展阶段,日本对东盟政策的侧重点不同,逐步由重视经济到强调政治作用、安全,再到加强区域合作。这是日本从经济大国走向政治大国的发展战略在其东盟政策中的具体体现。 日本对东盟的外交政策经历了一个注重经济、经济政治并重、突出政治的发展过程。日本对东盟的安全政策,是其安全战略的重要一环,也是冷战后日本多边安全政策的主要组成部分。日本对东盟的区域合作政策,则是日本东亚区域合作政策的主体内容,不仅仅是经济上的合作,而且包括经济、政治和安全等方面的综合合作。 冷战后日本对东盟外交政策的转变,不是偶然的,这与其所处的国际国内环境密切相关。而日本对东盟政策的转变,对与其一衣带水的中国,影响甚大,与之相对应,中国政府必须做出积极反应,为自身的和平发展谋求有利的国际环境。
[Abstract]:As a regional cooperation organization formed by developing countries in East Asia, ASEAN is not only Japan's main economic partner, but also an important stage and breakthrough point for Japan to play a political and military security role in the international community. With the deepening of economic globalization and regional integration, it is of great academic value and practical significance to study Japan's policy towards ASEAN. This paper mainly discusses Japan's return to Southeast Asia after the Cold War, Japan's economic policy, foreign policy, security policy, regional cooperation policy and its influence on China. Japan's policy towards ASEAN is a progressive and gradually enriched policy system (economic, political and diplomatic, security and regional cooperation). Economic relations have always been the core or basis of its policy, but at different stages of development, Japan's emphasis on ASEAN policy is different, from emphasizing economy, emphasizing political role, security, and strengthening regional cooperation. This is the concrete embodiment of Japan's development strategy from economic power to political power in its ASEAN policy. Japan's foreign policy toward ASEAN has experienced a process of emphasizing both economy and politics. Japan's security policy towards ASEAN is not only an important part of its security strategy, but also a major component of Japan's multilateral security policy after the Cold War. Japan's regional cooperation policy towards ASEAN is the main content of Japan's East Asian regional cooperation policy, not only economic cooperation, but also economic, political and security aspects of comprehensive cooperation. The change of Japan's foreign policy towards ASEAN after the cold war is not accidental, which is closely related to its international and domestic environment. However, the change of Japan's policy towards ASEAN has a great impact on China, which is a narrow strip of water. Accordingly, the Chinese government must make a positive response to seek a favorable international environment for its peaceful development.
