试论联合国在外层空间治理中的角色

【摘要】：随着外空大国在追求外空武器化方面的步伐不断加快,外空安全环境是否会日益恶化已经成为国际社会日益担心的议题。在外空治理方面,联合国实际上自人类有能力进入外空起就扮演着十分重要的角色,为全球的外空治理建立起了基本的规范和制度框架,搭建了国际合作和协调的平台,开展了不少具有实际效应的项目。然而,由于外空科技在很大程度上为外空大国所垄断,外空秩序的维护和更新在当前面临着重大挑战。在此背景下,联合国尤其应该肩负起其维护国际和平安全的职责,从广大发展中国家、中小国家和国际社会的利益出发,积极引导国际外空治理的优先议程向发展和民生方向转移,为建设更加和平稳定普惠的国际外空秩序做出努力。
[Abstract]:With the accelerating pace of the major countries in outer space in pursuing the weaponization of outer space, whether the security environment in outer space will deteriorate day by day has become an issue of growing concern to the international community. In the area of outer space governance, the United Nations has, in fact, played a very important role since mankind's ability to enter outer space, establishing a basic normative and institutional framework for global outer space governance and a platform for international cooperation and coordination, Many practical projects have been carried out. However, due to the monopoly of outer space science and technology to a large extent, the maintenance and updating of outer space order is facing major challenges. In this context, the United Nations should, in particular, shoulder its responsibility for the maintenance of international peace and security, proceeding from the interests of the developing countries, small and medium-sized countries and the international community, We will actively guide the priority agenda of international outer space governance towards development and people's livelihood, and make efforts to build a more peaceful, stable and inclusive international outer space order.
