【摘要】： 在当前的全球化背景下,非传统安全因素已经影响到了国家的稳定与发展,呈现出跨国性,复杂性,多样性等特点。国际恐怖主义盛行,引起社会动荡；人口持续膨胀引发老龄化问题；气候变暖、土地退化,破坏人类生存环境；传染病大肆蔓延,威胁人类的生命健康；毒品走私、贩卖人口等跨国犯罪猖獗,阻碍国家正常发展。这些非传统安全因素对国家安全,传统安全和世界秩序都带来了极大的负面效应。尽管在应对非传统安全策略上由于各个国家的观点、国情等方面存在分歧和争议,但是,美国、加拿大、德国等大国仍然纷纷采取有效对策,加快对非传统安全领域问题的研究与分析,调整战略重点,提高战略认识；建立非传统安全基地,加大应对非传统安全的演练；及时地建立和完善了包括政治、经济、金融和信息进程的多边管理机制,积极加强与国际问的合作,进一步推动双边和多边对话；同时合理建立和完善四大机制-全面安全教育机制、惩防结合机制机制、双边和多边合作机制和危机预警机制,力争从制度上遏制非传统安全的威胁与影响。通过对当代国家非传统安全现状的研究,弥补我国在这方面研究不足的问题,增强我国抵御内外威胁的能力,强化国际安全合作,消除国际安全合作的不利因素,各国共同努力携手营造一个安全、协调、开放、文明的国际环境。
[Abstract]:In the context of globalization, non-traditional security factors have affected the stability and development of the country, showing the characteristics of transnational, complexity, diversity and so on. The prevalence of international terrorism has caused social unrest; the continued expansion of the population has caused an ageing problem; climate warming, land degradation and destruction of the human environment; widespread infectious diseases that threaten human life and health; and drug trafficking, Transnational crimes such as trafficking in human beings are rampant, hindering the normal development of the country. These non-traditional security factors bring great negative effects to national security, traditional security and world order. Although there are differences and controversies in dealing with non-traditional security strategies due to the views and national conditions of various countries, the United States, Canada, Germany and other major countries still take effective measures one after another. Speeding up research and analysis of non-traditional security issues, adjusting strategic priorities and raising strategic awareness; establishing non-traditional security bases and intensifying exercises to deal with non-traditional security; and timely establishing and improving political and economic aspects, The multilateral management mechanism of the financial and information process, actively strengthening cooperation with the international community, and further promoting bilateral and multilateral dialogue; at the same time, rationally establishing and improving the four major mechanisms-comprehensive safety education mechanism and the mechanism of combination of punishment and prevention, Bilateral and multilateral cooperation mechanisms and crisis early warning mechanisms strive to contain the threat and influence of non-traditional security systemically. Through the study of the current situation of non-traditional security in contemporary countries, to make up for the insufficient research in this regard in China, to strengthen our ability to resist internal and external threats, to strengthen international security cooperation, and to eliminate the unfavorable factors of international security cooperation. All countries work together to create a safe, coordinated, open and civilized international environment.
