我国在巴黎气候会议之后的减排路径思考

【摘要】：自由主义国际法学注重单元层次的分析,强调国内结构偏好对国际层面的影响。多边气候谈判接连遭遇失败的主要原因是将国家视为功能相似体,忽视了单元层次的差异。借鉴国际贸易多边与区域并进的发展路径,自下而上的单元层次合作应成为应对气候问题的另一种思路。中、美、欧盟与印度等主要排放体之间的合作是2015年巴黎气候会议达成合作协议的关键,有助于上升到多边减排制度安排,或与多边合作互为补充。在提出2030年左右二氧化碳排放达峰值并且争取早日达峰和削减60%~65%碳强度减排目标后,减排已成为中国不可回避的问题。社会经济新常态下的中国应在巴黎气候会议之后化被动为主动,汲取国际贸易发展的历史教训,坚持多边与双边合作并进,强化与其他国家在气候能源技术方面的合作,打出既有"大集体",也有"自留地"的组合牌,积极推进巴黎气候会议之后的减排举措。
[Abstract]:The liberal international law emphasizes the analysis of unit level and the influence of domestic structural preference on international level. The main reason for the successive failure of multilateral climate negotiations is that countries are regarded as functional similarity and the differences in unit level are ignored. Using the multilateral and regional development paths of international trade for reference, bottom-up cooperation at unit level should be another way to deal with climate problems. Cooperation between major emitters, such as China, the United States, the European Union and India, is key to reaching a cooperation agreement at the Paris Climate Conference in 2015, helping to move up to a multilateral emissions reduction regime or complementing multilateral cooperation. After putting forward the carbon dioxide emission peak around 2030 and striving for early peak and reducing 60% 65% carbon intensity emission reduction target, emission reduction has become an unavoidable problem in China. China under the new socio-economic normal should become passive and active after the Paris Climate Conference, learn from the historical lessons of the development of international trade, adhere to multilateral and bilateral cooperation and strengthen cooperation with other countries in the field of climate energy technology, Playing a combination of "big groups" and "reserved land" to actively promote emissions reductions after the Paris Climate Conference.
