军事外交对建立亚太安全机制的影响

【摘要】:军事外交这一概念是二战以后才出现的,作为国家总体外交的一个分支,被越来越多的国家或国际组织用来实现其不同时期的国家安全战略目标。也就是说,世界各国均以本国利益为出发点,以本国的安全与国防战略为依据,以国家统一的对外方针、政策为原则,与政治、经济和文化外交活动相协调,建立或发展同其他国家或国际组织的军事联系。 冷战结束后,国际政治格局和世界安全形势发生了巨大的变化,亚太地区逐渐成为各国军事的聚焦地,为了维护自身安全、实现国家战略目标,亚太各国开展了多元、灵活、务实、全方位的军事外交。作为亚太地区特别是东北亚地区主要国家的中国、日本、韩国、朝鲜以及俄罗斯更是根据各自的国家战略,分阶段的开展了形式多样的军事外交活动。美国作为西方国家,为了获得更多的参与亚太事务的权利,获得对亚太地区的军事控制权,不仅重新部署了亚太军事力量,同时还在亚太地开展了具有威慑性质的合作性军事外交—军事演习。2012年1月17日,美国发表了《维持美国的全球领导地位:21世纪国防的优先任务》的防务报告,奥巴马在报告中特别指出将把目光转向维护亚太地区的安全与繁荣。 亚太国家以及美国开展的军事外交活动不仅影响了国家间的对外关系,同时也使亚太安全环境发生了变化。因此建立既能平衡亚太各国利益,又能促进朝核问题的解决;既有利于朝鲜半岛、东北亚甚至是整个亚太地区的和平与稳定,又有利于亚太各国进行交流与合作的亚太安全机制在此时显得尤为重要。截至目前为止,虽然亚太地区存在着诸如东盟、亚太经合组织等多边或双边的合作机制,但是具有泛亚太性质的安全机制仍没有出现,影响其出现的原因有很多,亚太国家的军事外交活动和美国的军事外交活动是影响其出现的重要原因之一。
[Abstract]:The concept of military diplomacy came into being after World War II. As a branch of national general diplomacy, more and more countries or international organizations have used to realize their national security strategic objectives in different periods. That is to say, all countries in the world take their own interests as their starting point, their national security and national defense strategies as their basis, their unified foreign policy and policies as their principles, and coordinate their political, economic and cultural diplomatic activities. To establish or develop military ties with other countries or international organizations. Since the end of the Cold War, great changes have taken place in the international political structure and the world security situation. The Asia-Pacific region has gradually become the focus of military affairs of various countries. In order to safeguard their own security and realize their national strategic goals, the Asia-Pacific countries have developed pluralism and flexibility. Pragmatic and comprehensive military diplomacy. China, Japan, South Korea, North Korea and Russia, as the major countries in the Asia-Pacific region, especially in Northeast Asia, have carried out various military and diplomatic activities in stages according to their respective national strategies. As a Western country, in order to gain more rights to participate in Asia-Pacific affairs and gain military control over the Asia-Pacific region, the United States not only redeployed military forces in the Asia-Pacific region, At the same time, cooperative military diplomacy and military exercises of a deterrent nature were conducted in the Asia-Pacific region. On January 17, 2012, the United States issued a defense report entitled "maintaining the United States' Global leadership: priorities for National Defense in the 21st Century." In his report, Obama highlighted a shift to security and prosperity in the Asia-Pacific region. The military and diplomatic activities carried out by the Asia-Pacific countries and the United States not only affect the foreign relations among countries, but also change the security environment in the Asia-Pacific region. Therefore, the establishment not only can balance the interests of Asia-Pacific countries, but also promote the resolution of the Korean nuclear issue; it is conducive to peace and stability on the Korean Peninsula, in Northeast Asia and even in the whole Asia-Pacific region. The Asia-Pacific security mechanism, which is also conducive to exchanges and cooperation between Asian and Pacific countries, is particularly important at this time. So far, although multilateral or bilateral cooperation mechanisms such as ASEAN and APEC exist in the Asia-Pacific region, security mechanisms of a pan-Asia-Pacific nature have not yet emerged, and there are many reasons for affecting their emergence. The military diplomacy activities of Asia-Pacific countries and the United States are one of the important reasons that influence their emergence.
