新世纪的日本海洋战略及其对中国的影响研究

【摘要】：近代以来，日本一直奉行海洋军事扩张战略，作为其大陆扩张政策的辅助。日本多次在亚太地区挑起海上战争，但最终却在太平洋战争中惨遭失败。冷战时期，日本吸取了战前的教训，最终制定了以“专守防卫”为原则的海洋安全战略，在重建海上武装力量的基础上进行了适度发展，背靠美国的海权力量来保卫海洋安全。新世纪以来，海洋权益在维护海洋安全和国家利益方面的作用不容小觑，，许多国家为了维护本国的海洋权益纷纷加紧制定符合本国实际的海洋战略。日本一直以海洋国家身份自居，在时刻关注纷繁复杂的国际形势的基础上，加快了调整国家海洋战略的步伐。从地缘政治角度来看，中国和印度的崛起，使亚太地区政治格局变动尤为突出。日本是世界上第三大经济强国，但却没有政治大国的地位。在面对不断崛起的新兴大国和由此引发的国际体系变化，日本企图重新定义自己的国家身份，这是新世纪的日本海洋战略出台的主要原因。日本在亚太地区发挥着举足轻重的作用，一方面遏制中国的发展，另一方面也在不断压制俄罗斯，是美国在亚太地区名副其实的战略基地。新世纪的日本海洋战略把侧重点放在了亚太地区，其亲美性和地域性越发的明显，有利于维护美国在亚太地区的战略利益。同时，新世纪的日本海洋战略使亚太地区海洋秩序发生了新的变化，诱发周边许多国家新的海洋战略的出台。中国作为日本的海上邻国，随着新世纪日本海洋战略的出台，在维护海洋权益和海上安全等方面也遭遇到了一定程度的挑战。本论文从日本海洋战略的形成与发展、新世纪日本海洋战略的出台背景、内容和特点方面，分析了新世纪日本海洋战略对日本的未来海洋的发展、日美同盟和对中国产生的影响以及中国在应对新世纪日本海洋战略的一些措施。本文主要分为四部分：第一部分，在理解日本海洋战略内涵的基础上阐述了日本海洋战略的形成与发展。日本海洋战略的形成与发展经历了很长的一段时期，日本近代的海洋战略在明治维新时期初步形成，经历了甲午战争、日俄战争时期的发展，在两次世界大战期间发展到顶峰，但是在第二次世界大战时期又开始走向衰败，随后在冷战时期再次复苏，进入新世纪以后开始蠢蠢欲动。第二部分，论述了新世纪日本海洋战略出台的背景、内容、特点与作用。新世纪日本海洋战略的出台既有理论依据，也有现实的要求，包含着多方面的内容，主要有日本海洋开发计划、日本海洋防卫政策、日本海洋外交政策和完善日本海洋立法，即分别从经济、军事、外交、法律四方面对新世纪的日本海洋战略的内容做出了阐述，从而可以看出新世纪的日本海洋战略具有海洋权益的扩张性、战略目标的多元性、战略指向的针对性、战略手段的多样性的特点。这对强化日本作为海洋国家的战略观念与身份认同，推进海洋立国的步伐，提升海洋科技力量、完善海洋立法、健全海洋行政机构、加强海洋的综合管理与利用、保障海上航线的安全等均具有重要的作用。第三部分，主要阐述了新世纪的日本海洋战略对中国的影响。新世纪的日本海洋战略不仅使中国难以和周边国家建立多边外交，容易致使中国陷入被孤立的境地，而且加大了中国解决海洋争端和台湾问题的难度，也对中国的海上安全构成了威胁。第四部分，提出了中国应对新世纪日本海洋战略的措施。作为日本海洋战略的利益相关方，中国针对新世纪日本所推行的海洋战略应采取积极的应对措施。一方面制定新世纪的国家海洋战略、建设强大的海军力量、促进国家海洋意识的觉醒；另一方面必须积极参与国际海洋制度建设、加强国与国之间的海洋战略合作。
[Abstract]:Since the Cold War , Japan has developed a maritime security strategy based on the principle of " dedicated defense " , and has developed a maritime security strategy based on the principle of " dedicated defense " . In the new century , China and India have developed a maritime security strategy that conforms to the national realities . In the new century , China and India have taken the right to defend the marine security . In the new century , Japan is the third largest economy in the world , but has no political power . In the face of the rising emerging powers and the changes in the international system , Japan has tried to redefine its national identity , which is the main reason for Japan ' s maritime strategy in the new century .

Japan has played an important role in the Asia - Pacific region , on the one hand , to curb China ' s development . On the other hand , it is a strategic base in the Asia - Pacific region .

From the formation and development of Japan ' s marine strategy , the background , content and characteristics of Japan ' s marine strategy in the new century , this paper analyzes the future development of Japan ' s marine strategy to Japan , Japan - US alliance and its impact on China , as well as some measures for China ' s response to Japan ' s marine strategy in the new century .

This paper is divided into four parts :

In the first part , the formation and development of Japan ' s maritime strategy are expounded on the basis of understanding the connotation of the Japanese ocean strategy . The formation and development of the Japanese ocean strategy have been through a long period of time .

In the second part , the background , content , characteristics and function of Japan ' s marine strategy in the new century are discussed .

The third part mainly expounds the influence of Japan ' s maritime strategy on China in the new century . The Japanese ocean strategy in the new century not only makes China difficult to establish multilateral diplomacy with its surrounding countries , but also makes China fall into an isolated situation , but also increases the difficulty of China ' s settlement of maritime disputes and Taiwan issue , and poses a threat to China ' s maritime security .

The fourth part proposes China ' s measures to deal with Japan ' s marine strategy in the new century . As the interest - related party of Japan ' s maritime strategy , China should take active measures against the marine strategy pursued by Japan in the new century . On the one hand , the national maritime strategy of the new century is formulated , the powerful naval power is built , and the awakening of the national sea awareness is promoted ;
On the other hand , it is necessary to actively participate in the construction of the international ocean system and strengthen the maritime strategic cooperation between the countries .
