英日同盟中的经济因素

【摘要】:在近现代国际关系史上,英日同盟是西方大国同东方小国缔结的第一个正式同盟协定。英国在缔结同盟时对经济因素的考虑不是很多,因为其本身是经济大国,日本更多地考虑到经济因素。但随着时间的推移,国际格局的演变,日本产品在国际中的竞争力逐步增强,英国实力的衰退使其越来越多地考虑到经济因素,比如1910年日本关税改革中英国在同盟的框架内迫使日本对其部分产品以传统关税,以保护英国的工业。尤其是一战后庞大的战争债务使得渴望取消战债的英国不得不与最大债权国的美国合作,终止英日同盟成了英国不得不做出的选择。 同盟延续20年时间,在这20年中经济因素在同盟的缔结、延续、终止的作用不可忽视。本文分为四章,第一章分析了第一次英日同盟中的经济因素。英日两国各自对结盟的经济考量,在结盟之后获得的经济利益,就两国而言,结盟对日本经济影响重大,,对英国影响不大。第二章分析了第二次英日同盟中的经济因素。分析日本提前续约的经济考量,英国也有续约的意图。在英国的支持下,日本在中国东北获取了贸易、铁路、投资等方面的利益。在朝鲜,日本也获利甚丰。在日本关税改革中,英国势力的衰弱迫使英国压日本满足其利益。第三章分析第三次英日同盟中的经济因素。英日两国续约的经济考量,一战对英国经济、日本经济的不同影响。第四章分析英日同盟终止的经济因素,战债问题迫使英国跟美国紧密地联系起来,战争债务使得渴望取消战债的英国不得不与最大债权国的美国合作,而美国很早就对英日同盟不满,英国最后不得不牺牲英日同盟获得美国的谅解。 本文认为经济因素是政治结盟背后的隐形推动力量,一方面促成了同盟的缔结,另一方面也阻碍了英日同盟的进一步延续。经济因素是隐形的,但不可忽视,是英日两国缔结或终止同盟的重要考虑因素。离开经济因素、离开英国在世界经济中的地位谈同盟的建立与续订是不全面的,同样离开一战后英国经济的衰落、美国成为最大的债权国谈同盟的终止也是不全面的。
[Abstract]:In the history of modern international relations, the British-Japanese alliance is the first formal alliance agreement between the western powers and the small eastern countries. Britain did not think much about the economy when it formed the alliance, because it was an economic power itself, and Japan took economic factors into account more. But over time, with the evolution of the international structure, the competitiveness of Japanese products in the international market gradually increased, and the decline of British power made it more and more take into account economic factors. In 1910, for example, in Japan's tariff reform, Britain, within the framework of its alliance, forced Japan to impose traditional tariffs on some of its products to protect British industry. In particular, the huge war debt after the first World War forced Britain, eager to cancel its war debt, to work with the United States, the largest creditor, and to end the Anglo-Japanese alliance became a choice that Britain had to make. The alliance lasted for 20 years, in which economic factors played an important role in the formation, continuation and termination of the alliance. This paper is divided into four chapters. The first chapter analyzes the economic factors in the first British-Japanese alliance. The economic considerations of the alliance between Britain and Japan, and the economic benefits derived from the alliance, are significant to the Japanese economy and not to the UK as far as the two countries are concerned. The second chapter analyzes the economic factors in the second British-Japanese alliance. Analysis of Japan's early renewal of the economic considerations, Britain also has the intention to renew the contract. With British support, Japan gained trade, rail, investment and other benefits in northeast China. In North Korea, too, Japan is profitable. In Japan's tariff reform, the decline of British power forced Britain to press Japan to satisfy its interests. The third chapter analyzes the economic factors in the third British-Japanese alliance. The economic considerations of the renewal of the contract between Britain and Japan, the different effects of the first World War on the British economy and the Japanese economy. The fourth chapter analyzes the economic factors of the termination of the Anglo-Japanese alliance. The war debt problem forces the United Kingdom to be closely linked with the United States. The war debt makes Britain, eager to cancel the war debt, have to cooperate with the United States, the largest creditor country. The United States had long been unhappy with the Anglo-Japanese alliance, and Britain had to sacrifice the Anglo-Japanese alliance to gain American understanding. This paper argues that the economic factor is the invisible driving force behind the political alliance, which, on the one hand, contributes to the conclusion of the alliance, on the other hand, hinders the further continuation of the Anglo-Japanese alliance. Economic factors are invisible, but should not be ignored, are important considerations for the conclusion or termination of alliance between Britain and Japan. It is incomplete to discuss the establishment and renewal of the alliance without economic factors and the position of Britain in the world economy, as well as the decline of the British economy after the first World War, and the termination of the United States as the largest creditor nation.
