跨国城市网络在全球气候治理中的体系反思:“南北分割”视域下的网络等级性

【摘要】：目前,西方学界对于跨国城市网络的研究,倾向于将其视为一种"均质性"的横向治理网络。本文对其内在的隐性权力结构进行了体系性反思,认为这种网络依然未能完全超越一种"南北分割",特别是内部的制度性权力、资源性权力及话语性权力使整个网络体系在结构上呈现出等级性。随着越来越多的"南方"城市加入跨国城市网络,气候网络性治理的合法性和有效性有赖于网络内部权力体系的调整。基于气候治理体系转型的大背景,本文最后指出,以中国城市为代表的"南方"城市应该把握契机,调整角色,真正融入到跨国城市网络气候治理中,从而为其低碳发展和绿色公共外交赢得更多的国际资源,并提升自身在网络中的规则制定权、资源分配权和话语权。
[Abstract]:At present, Western scholars tend to regard transnational urban network as a "homogeneous" horizontal governance network. This paper makes a systematic reflection on its implicit power structure, and concludes that this kind of network is still unable to completely transcend a kind of "North-South division", especially the internal institutional power. Resource power and discourse power make the whole network system hierarchical in structure. With more and more "Southern" cities joining the transnational urban network, the legitimacy and effectiveness of climate network governance depend on the adjustment of power system within the network. Based on the background of the transformation of climate governance system, this paper points out that cities in the south, represented by Chinese cities, should seize the opportunity, adjust their roles and truly integrate into the network climate governance of transnational cities. Thus, it can win more international resources for its low-carbon development and green public diplomacy, and enhance its own rights of making rules, distributing resources and speaking in the network.
