【摘要】：外交是通过国家和国家的关系这个形式来进行的，但落脚点还是在争取影响和争取人民。在改革开放和现代化建设的新时期，邓小平始终遵循实事求是、一切从实际出发的精神实质，立足于世情、国情、党情、民情的基础，，以他的高度智慧从战略高度和理论高度把复杂的国际关系的理论和实际联系起来，创建了一套比较丰富、系统、全面的外交理论和思想。本文拟分六个部分：第一部分是引言。第二部分对本文所涉及的核心概念加以界定。定义了“外交”、“战略、外交战略”，论述了邓小平的外交战略思想。邓小平的外交战略思想指的是进入建设中国特色社会主义新的历史时期以来，针对国际形势发生的重大而深刻的变化，结合我国国内工作面临的许多新情况和新问题提出的一系列指导我国对外关系的方针原则，形成的一个完整的、系统的外交战略思想体系。第三部分阐述了邓小平外交战略思想形成的条件，从其形成的时代背景和理论渊源两个方面进行了分析。邓小平外交战略思想，立足于国际形势的巨大变化和国内任务的需要，吸取了中国古代文化传统“和合”与“中庸”内核的精华，借鉴了中国古代“韬光养晦”的思想和睦邻外交思想，继承和发展了以毛泽东为核心的中共第一代领导集体的外交战略思想。第四部分梳理了新时期邓小平外交战略思想的主要内容。思考和判断战争与和平问题，提出和平与发展是时代的主题；赋予“独立自主和平外交政策”以新的内容——真正的不结盟，以国家利益而不是以意识形态为标准处理国与国之间的关系；主张以和平共处五项原则为基础建立国际政治经济新秩序；形成“一国两制”的伟大构想；永远站在第三世界一边。这一部分是本文研究的重点和难点。第五部分总结了新时期邓小平外交战略思想的特点。包括以下五个方面：以国家利益为最高准则；具有鲜明的时代特征；体现原则性和灵活性的统一；务实性与创新性相结合；解放思想、实事求是的求实精神是邓小平外交战略思想的精髓。第六部分阐述了新时期邓小平外交战略思想的重大意义。这部分从理论价值和实践意义两个角度阐释了新时期邓小平外交战略思想的当代意义。从理论价值上讲，新时期邓小平对时代主题的判断是新时期中国调整外交政策的基本依据。从实践意义的角度看，为和平解决国际争端提供了创新思路，为中国现代化建设争取和平的国际环境、形成和谐世界理念具有重大意义。
[Abstract]:Diplomacy takes place in the form of state-state relations, but its purpose is to influence and win over the people. In the new period of reform, opening up and modernization, Deng Xiaoping has always followed the spirit of seeking truth from facts, proceeding from reality and basing itself on the basis of world, national conditions, party feelings, and people's feelings. With his high wisdom, the theory and practice of complicated international relations are connected from the strategic height and the theoretical height, and a set of relatively rich, systematic and comprehensive diplomatic theories and ideas are created. This paper is divided into six parts: the first part is the introduction. The second part defines the core concepts involved in this paper. This paper defines "diplomacy", "strategy, diplomatic strategy", and discusses Deng Xiaoping's diplomatic strategic thought. Deng Xiaoping's diplomatic strategic thinking refers to the major and profound changes that have taken place in the international situation since entering the new historical period of building socialism with Chinese characteristics. In combination with many new situations and new problems in China's domestic work, a series of guidelines and principles guiding China's foreign relations have been put forward, and a complete and systematic diplomatic strategic ideological system has been formed. The third part expounds the conditions for the formation of Deng Xiaoping's diplomatic strategic thought, and analyzes the background and theoretical origin of its formation. Based on the tremendous changes in the international situation and the needs of the domestic tasks, Deng Xiaoping's diplomatic strategic thoughts have absorbed the essence of the core of "harmony" and "the mean" in the ancient Chinese cultural tradition. Based on the thought of "hiding one's strength and keeping secret" and the thought of good-neighborly diplomacy in ancient China, the author inherits and develops the diplomatic strategic thought of the first generation of the leading collective of the Communist Party of China (CPC) with Mao Zedong as the core. The fourth part combs the main content of Deng Xiaoping diplomatic strategic thought in the new period. Pondering and judging the issue of war and peace, proposing that peace and development are the themes of the times, and endowing "independent foreign policy for peace" with a new content-a true non-alignment, We should deal with the relations between countries on the basis of national interests rather than ideology, advocate the establishment of a new international political and economic order on the basis of the five principles of peaceful coexistence, and form the great concept of "one country, two systems". Always on the side of the third World. This part is the focus and difficulty of this paper. The fifth part summarizes the characteristics of Deng Xiaoping diplomatic strategy in the new period. It includes the following five aspects: taking the national interest as the highest criterion; having distinct characteristics of the times; unifying principle and flexibility; combining practicality with innovation; emancipating the mind, Seeking truth from facts is the quintessence of Deng Xiaoping's diplomatic strategic thought. The sixth part expounds the significance of Deng Xiaoping diplomatic strategy in the new period. This part explains the contemporary significance of Deng Xiaoping's diplomatic strategy in the new period from two angles of theoretical value and practical significance. In terms of theoretical value, Deng Xiaoping's judgment on the theme of the times in the new period is the basic basis for China's foreign policy adjustment in the new period. From the point of view of practical significance, it is of great significance to provide innovative ideas for the peaceful settlement of international disputes, to strive for a peaceful international environment for China's modernization, and to form the concept of a harmonious world.
