大国平衡手:越南的现实主义外交战略

【摘要】：越南为因应南海局势的变化,通过一连串的立法及行政等作为来强化其主权的统治事实,鼓吹民族主义来凝聚海内外越南人的团结意识,强化历史证据以作为日后采取法律途径时的基础等。在南海议题上,自然延续其平衡外交的一贯思维,以遏制中国为核心,采取一套以越美关系、越日关系、越俄关系及越印关系构筑而成的大国平衡策略,意图遏制中国在南海地区的势力扩展。但同时,越南又与中国保持相当紧密的政经关系。从中国的角度来看,必须深入理解越南积极发展大国外交的动机与作为,才能在处理南海争端方面提出贴近实情的应对之道。
[Abstract]:In response to the changes in the situation in the South China Sea, Vietnam has strengthened the fact of its sovereignty through a series of legislative and administrative actions and advocated nationalism to rally the sense of unity of Vietnamese people at home and abroad. Strengthen the historical evidence as the basis of the legal approach in the future. On the issue of the South China Sea, it is natural to continue its consistent thinking of balanced diplomacy, to take containment of China as the core, and to adopt a set of great power balance strategies based on the relations between the United States and Vietnam and Japan, the relations between Vietnam and Russia, and the relations between Vietnam and India. Intended to curb China's expansion in the South China Sea. At the same time, however, Vietnam maintains a close political and economic relationship with China. From China's point of view, it is necessary to deeply understand Vietnam's motives and actions in actively developing the diplomacy of great powers in order to put forward a solution close to the reality in dealing with disputes in the South China Sea.
