冷战后美国“人道主义干预”研究

【摘要】：在对外政策领域,美国素有干涉主义传统。冷战结束后,随着美苏两极格局体系彻底瓦解,作为世界上唯一的超级大国,为了迅速稳固在世界的领导地位,建立一个由美国主导下的单极“世界新秩序”,美国的对外干涉行为由此发生了重大的变化。以“人道主义”为名,运用经济、军事、文化等手段对外干预的现象不断增多。美国的“人道主义干预”尽管有保护人权方面的内容,但更多地体现出其在全球范围内的利益渗透和战略扩张,是冷战后美国对外战略新的表现形式。本文以美国“人道主义干预”为主题,对其原因、方式及特点进行了较为系统的分析论证,以期深化人们对当今国际政治中对外干预现象的认识。本文从国际背景和国内因素两方面分析了冷战后美国实行“人道主义干预”的深层次原因,包括国际上两极格局体系崩塌、地区冲突不断、人权观念受到重视以及美国实力有增无减、干涉主义传统和国内舆论、国会的推动促进作用。着重就美国进行“人道主义干预”的几个案例深入探讨了美国这一政策背后所隐藏的利益关系和霸权主义因素,并对人道主义的干预对象、干预方式和手段等方面进行了考察,进而揭示其“人道主义干预”的特点。最后结合2011年2月以来的利比亚危机和国际社会的应对,分析美国在这一事变中的政策所体现出来的“人道主义干预”的新动向。
[Abstract]:In the field of foreign policy, the United States has a tradition of interventionism. After the end of the Cold War, with the complete disintegration of the bipolar system between the United States and the Soviet Union, as the only superpower in the world, in order to rapidly stabilize its leading position in the world, it established a unipolar "new world order" under the leadership of the United States. As a result, major changes have taken place in America's foreign interference. In the name of humanitarianism, the use of economic, military, cultural and other means of foreign intervention is increasing. Although the "humanitarian intervention" of the United States has the contents of protecting human rights, it reflects the infiltration of interests and strategic expansion in the global scope, which is a new manifestation of the United States' foreign strategy after the Cold War. Based on the theme of "humanitarian intervention" in the United States, this paper makes a systematic analysis and demonstration of its causes, methods and characteristics in order to deepen people's understanding of the phenomenon of foreign intervention in international politics today. This paper analyzes the deep-seated causes of "humanitarian intervention" in the United States after the Cold War from both the international background and the domestic factors, including the collapse of the international bipolar system and the continuous regional conflicts. The concept of human rights is valued and the strength of the United States continues to grow, interventionist tradition and domestic public opinion, the promotion role of Congress. Focusing on several cases of "humanitarian intervention" carried out by the United States, this paper probes deeply into the hidden interests and hegemonic factors behind this policy of the United States, and investigates the object of humanitarian intervention, the ways and means of intervention, and so on. Then it reveals the characteristics of its "humanitarian intervention". Finally, combined with the Libyan crisis since February 2011 and the response of the international community, this paper analyzes the new trend of "humanitarian intervention" embodied in the policy of the United States in this incident.
