论东盟安全共同体的建构及中国的应对

【摘要】：“9·11”事件后，东盟的安全合作日益加深，建立“东盟安全共同体”被提上议程。而东盟安全共同体的建立势必将影响东南亚乃至整个亚太地区的安全局势，对我国的周边安全带来新的机遇和挑战。本文旨在引用建构主义中的安全共同体理论来研究东盟安全问题，讨论东盟安全共同体的建构的必要条件和未来潜在障碍，阐述东盟现有的安全机制对维护地区安全方面的意义。同时，结合现有文件和政策，分析东盟安全共同体的建立对中国周边安全形势的影响，着重论述中国的应对措施，特别是中国在东盟安全共同体建设中的角色定位，为中国未来的东盟战略提供一点可借鉴的参考。本文共分四部分：第一章阐述建构主义理论中的“安全共同体”观点，从理论视角阐述“安全共同体”的建构过程。第二章从“安全观念的建构”、“安全机制的建构”以及“集体认同和安全互信的建构”三方面，阐释东盟安全共同体的建构过程。第三章研究东盟各国近年来的在传统安全和非传统安全领域所进行的合作，在此基础上预测在下一阶段的建设中可能遇到的困境和阻碍。第四章主要论述东盟安全共同体形成后，对中国周边安全形势可能造成的有利影响和不利影响，并提出中国的应对办法。
[Abstract]:After the "9 / 11" incident, ASEAN's security cooperation has been deepened and the establishment of an ASEAN security community has been put on the agenda. The establishment of ASEAN security community will inevitably affect the security situation in Southeast Asia and the whole Asia Pacific region, and bring new opportunities and challenges to the security of our country.
The purpose of this paper is to study the security community theory in Constructivism to study the security issues of ASEAN, discuss the necessary conditions and potential obstacles for the construction of ASEAN security community, and explain the significance of ASEAN's existing security mechanism to the maintenance of regional security. At the same time, the establishment of ASEAN Security community is analyzed in combination with existing documents and policies. The impact on the security situation around China focuses on China's countermeasures, especially the role of China in the construction of ASEAN security community, and provides a reference for China's future ASEAN strategy.
This article is divided into four parts: the first chapter expounds the "security community" in the theory of constructivism, and expounds the construction process of the "security community" from the theoretical perspective. The second chapter explains the security of ASEAN in the three aspects of "the construction of security concept", "construction of security mechanism" and "the construction of collective identity and security mutual trust". The third chapter studies the cooperation between ASEAN countries in the field of traditional security and non-traditional security in recent years, and on this basis, it predicts the possible difficulties and obstacles in the construction of the next stage. The fourth chapter mainly discusses the possibility of the security situation around China after the formation of the ASEAN security community. Sound and adverse effects and China's countermeasures.
