[Abstract]:The last decade of the 20th century was marked by serious humanitarian crises, and the international community seemed unable to cope. In 2001, the International Commission on intervention and State sovereignty put forward the concept of "responsibility to protect". The development of this concept so far, there are several aspects of the situation is worthy of close attention. For one thing, the speed at which the concept is growing is astonishing.
