【摘要】:21世纪初,日本的东亚地缘安全战略正在步入一个新的战略转型期。谋求“普通国家”化的日本,将追求何种目标、遵循何种理念、基于何种规范、秉持何种原则设计、制定和推进东亚安全战略,已成为一个地区性的焦点问题。高调宣称“日本回来了(Japan is back)”的日本,在东亚安全中将成为“中心”还是被“边缘化”,是成为“和平的力量”还是走“军事超级大国”化的老路,再一次成为东亚国家关注日本安全的固定话题。坚持大陆还是海洋战略,谋取主导权势还是追求增加财富、迈向大日本还是小日本主义,也再一次成为思考、研究和评判日本东亚地缘安全战略的原点。从历史来看,日本的地缘安全战略设计易使之与邻国产生潜在和危险性的冲突,21世纪初的日本是否能建立起“金发姑娘共识”(goldilocks consensus)来解决这一难题仍有待观察。这种“既不太硬又不太软,既不太东方也不太西方”的大战略,是否会增强日本的自主性和威望,是否能让日本选择“自我保险的政策”而不是成为一个威胁,也是目前需要认真研究的课题。有鉴于未来日本发展的不确定性、安全战略走向的非确定性,本文从日本的战略理论与历史、战略环境与认知、战略目标、原则与手段、战略设计与结构安排、未来的战略走向、战略影响与应对等六个方面,对日本的东亚地缘安全战略进行了系统地研究。在总体勾画21世纪初日本东亚地缘安全战略全貌的同时,也从局部的变化透析日本转型的幅度、变化的速度、影响的深度。在对日本历史战略、现实战略和未来战略的关联性探析中,对日本的战略选择进行了清晰定位和合理评判。除绪论外,本文共由六部分组成。具体内容如下:第一章主要从历史视角、理论视角、战略轨迹三个维度,对日本与东亚的关系及其战略进行了宏观阐释。分析了日本在东亚扮演的角色,解析了其地缘战略的思想根源,审视了日本安全战略的历史变迁与其战略布局的变化。第二章主要以东亚地缘环境变迁和日本战略调整为主线,透视战略转型期日本的外部环境认知、因应政策选择的诸多相关问题。从具体的现实层面揭示了地缘安全战略之于日本的时代意义,解析了日本战略认知、思考、定位与摸索的论争及其战略决策问题。第三章主要从战略目标、基本原则和战略手段分析日本东亚地缘安全战略的价值取向、路线方针和推进方式等问题。主要是从“内在本质”的层面,阐述日本总体战略架构的领域目标、关切重点、利益建构和机制偏好等问题。第四章侧重于研究日本东亚地缘安全战略的“外在形态”。重点研究其战略层级结构的设计和安排。自主还是结盟、双边还是多边、国家还是地区等的战略设计,是日本基于历史独特性所形成和继承的基本框架。日美同盟的双边安排、有限的多边安全机制、地区性的安全制度建设,是日本不同安全诉求的承载体。第五章主要探讨日本东亚地缘安全战略的未来走向,据此对其进行定位。日本东亚地缘安全战略仍处于是回归、是转向、还是整合的一个战略摸索时期;富国强兵、重构对美安全依赖成为一种趋势。两面下注的机会主义战略仍是日本惯用的做法。第六章主要从战略特征、战略效能、战略制约、战略困境等四个维度总体透视日本的战略影响,从日本战略转型的幅度、变化的程度、转变的速度等来透视其影响的广度、深度。最后,基于对日本的客观研判和理性评估,为中国设计合理、高效的应对政策提供现实可行的战略路径。
[Abstract]:At the beginning of twenty-first Century, Japan's East Asian geo security strategy is stepping into a new strategic transition period. It has become a regional focus problem for Japan to seek "general state", what objectives to follow, what principles to follow, what principles to be based on, what principles to be designed, and the formulation and promotion of East Asia security strategy. Japan, which has come back (Japan is back), will become "center" or "marginalized" in East Asia security, is the old way to become a "force of peace" or "a military superpower", and once again become a fixed topic for East Asian countries to pay attention to Japan's security. In order to increase wealth, move towards Japan or small Japanese, it is once again the origin of the study and evaluation of the Japanese East Asian geo security strategy. In history, the geo security strategy of Japan is likely to create a potential and dangerous conflict with the neighbouring countries, and whether Japan can establish "the golden hair girl consensus" in the early twenty-first Century (go Ldilocks consensus) to solve this problem remains to be observed. This big strategy, "neither too hard nor too soft, neither too Eastern nor too Western", will enhance Japan's autonomy and prestige, whether it will allow Japan to choose "self insurance policy" rather than become a threat, but a subject that needs to be studied seriously. In view of the uncertainty of the future development of Japan and the uncertainty of the security strategy, this article from the six aspects of Japan's strategic theory and history, strategic environment and cognition, strategic objectives, principles and means, strategic design and structure arrangement, future strategic trend, strategic impact and response to Japan's East Asian Geopolitical Security Strategy. As a whole, the overall picture of Japan's East Asian geo security strategy in the early twenty-first Century has been outlined, and the extent of the transformation of Japan, the speed of change, and the depth of the influence are dialysated from local changes. In the analysis of the relevance of the Japanese historical strategy, the realistic strategy and the future strategy, the strategic choice of Japan is clearly defined and combined. Besides the introduction, this article is composed of six parts. The specific content is as follows: the first chapter mainly explains the relationship and strategy of Japan and East Asia from the historical perspective, the theoretical perspective and the strategic path three dimensions, analyzes the role of Japan in East Asia, analyzes the ideological root of its geo strategy, and examines Japan's security. The historical change of the whole strategy and the change of its strategic layout. The second chapter mainly focuses on the East Asian Geopolitical Environment Change and the adjustment of Japan's strategy as the main line. The third chapter mainly analyzes the value orientation, the route and the way of the Japanese East Asian geo security strategy from the strategic objectives, the basic principles and the strategic means, mainly from the "intrinsic essence", and expounds the overall strategic framework of Japan from the "intrinsic essence". The fourth chapter focuses on the study of the "external form" of the Japanese East Asian geo security strategy. The emphasis is on the design and arrangement of its strategic hierarchy. The strategic design of autonomy or alliance, bilateral or multilateral, national or regional, is based on the historical uniqueness of Japan. The basic framework of formation and inheritance. The bilateral arrangement of the Japan American alliance, the limited multilateral security mechanism and the regional security system construction are the carrier of the different security demands of Japan. The fifth chapter mainly discusses the future trend of the East Asian geo security strategy in Japan. Accordingly, the Japanese East Asian Geopolitical security strategy is still in the return, The sixth chapter mainly from four dimensions of strategic characteristics, strategic effectiveness, strategic constraints, strategic predicament, and the Japanese strategic influence, from Japan war. The extent of the transition, the degree of change, the speed of transformation, etc., to examine the breadth and depth of its influence. Finally, based on the objective evaluation and rational assessment of Japan, it provides a practical and feasible strategic path for China to design a reasonable and efficient policy to cope with it.
