文化规范与美国霸权护持

【摘要】：美国霸权是否真正地走向衰落，这是21世纪以来国际政治中一个重要而充满争议的话题。美国政治中新保守主义思潮的膨胀，美国对外政策中单边主义地位的提升、美国金融和财政危机的爆发等等，使美国霸权遭到前所未有的威胁与挑战。然而霸权国不会自动退出历史舞台。美国政府仍极力为美国霸权存在的合法、合理性造势，并宣称：21世纪仍是美国的世纪，21世纪仍是美国的太平洋世纪。美国学界有关美国大战略论争，也都旨在为美国维护霸权而寻求良方。由此可见，21世纪美国霸权的延续、衰落与霸权护持问题，将成为国际政治中最为敏感与核心的议题。美国霸权何以为继，何以衰而不亡，是一个理论问题，也是一个现实战略问题。美国霸权的维持与美国文化及其塑造的国际规范，以及美国式的世界治理形式有着很大的关系。美国文化是美国霸权的国内规范基础，美国塑造的国际规范是美国霸权得以延展和维持的保障和支撑，美国式的治理又是架构美国与世界文化规范的桥梁。这样一来，尽管美国硬实力衰落、但美国软实力仍得以扩展，从而使霸权危机得到某种程度地化解。但是随着美国规范与国际规范的持续冲突，，美国软实力的基础遭到侵蚀，反美主义与反对美国霸权的结合，使得美国霸权陷入更为严峻的合法性危机。因此，美国文化和文化规范塑造了美国霸权，也必将使美国霸权陷入不可避免的危机。综上所述，本文将从建构主义视角下的文化规范和霸权关系入手，探讨美国文化规范对霸权的塑造作用、分析美国霸权对国际文化规范建构作用，从而揭示出美国霸权得以维持的国内文化基础和霸权践行的方式与路径。在此基础上，通过对美国霸权合法性危机的分析，揭示文化规范对美国霸权的反作用与反规制，从而概括出文化规范正反两方面的系统效应。本文主要由六个部分组成，具体如下：第一章绪论，主要就选题目的与意义、国内外研究现状、研究方法和重点等方面对该选题和框架逻辑作出全面概述。第二章从建构主义的视角入手，探讨文化规范的概念、文化与国际关系、规范与国际关系，揭示出文化和规范对于国际关系的影响，从而从阐明文化规范之于美国霸权护持的理论意义，为美国文化以及霸权护持方式的探讨奠定一定理论基础。第三章和第四章主要以内向的美国化与外向的美国化为切入点，探讨美国文化规范的形成与国际化对于美国霸权的意义，及美国文化规范演变为国际规范的具体形式。其中，内在的美国化是美国主义、美国精神的形成过程，是美国霸权获取和维持的文化根源；外向的美国化是美国霸权规范的塑造过程，是美国式治理、统治世界的方式与理念。美国文化规范是美国霸权维持的根源于与内在动力，美国霸权是美国文化规范变化和霸权思想内化主要影响因素。二者存在相互支撑，相互影响的关系。因此，文化路径成为新时期美国霸权护持的手段或方式。或者说，美国文化规范主要通过霸权国的具体政策得以体现。意识形态与价值观联盟、人权外交与干涉主义、民主输出与推行颜色革命等，既是美国现行的具体外交政策或战略，更是美国文化规范在政治、外交与美国战略中的具体体现。通过这样的研讨，一方面探讨美国文化规范特有的国际化条件，另一方面也揭示出美国政策的文化根源。第五章所要研究的是美国在外向的美国化的过程中所遇到的问题。不同的国家有不同的文化规范，这决定了美国与世界其他国家看待问题的视角、方法不尽相同。通过对文化规范对美国霸权的作用分析，可以得出这样的认识：不是文明之间必然产生冲突，而是美国文化规范以及美国规范的国际化造就了这样的冲突；反美主义既是对美国化的抵制和反向的规制，也是美国化的必然结果；美国霸权的危机在最本质上表现为合法性与认同的危机。这也表明，文化规范既是美国霸权的根源和维护工具，同时某种程度上也造就了美国霸权的危机。第六章主要研究美国未来霸权的走向和塑造问题。主要探讨美国针对美国霸权危机的现实和美国长期霸权的需要所进行的政策变化、方式转型和目标调整。其中，美国与伊斯兰国家关系的缓和、美国介入和治理方式的变革等，是近年来最引人关注的动向。
[Abstract]:Whether the U.S . hegemony is really going to decline is an important and controversial topic in the international politics since the 21st century .

The American culture is the foundation of American hegemony . The American culture is the foundation of American hegemony . The American culture is the bridge between American hegemony and American culture .

Based on the analysis of American hegemony ' s legitimacy crisis , this paper reveals the effect of cultural norms on American hegemony by analyzing the crisis of American hegemony .

This paper mainly consists of six parts , which are as follows :

The first chapter is an introduction to the purpose and significance of the topic selection , the research situation , the research method and the emphasis of the research at home and abroad , and gives a comprehensive overview of the subject and framework logic .

The second chapter discusses the concept of cultural norms , culture and international relations , norms and international relations , and reveals the influence of culture and norms on international relations .

Chapter 3 and chapter 4 mainly focus on the Americanization and the outward - oriented American culture as the entry point , discuss the significance of American cultural norm formation and internationalization to American hegemony , and the development of American cultural norms into the concrete form of international norms . Chapter 6 focuses on the development and shaping of the future hegemony of the United States . It mainly discusses the policy changes , modes transformation and target adjustment that the United States needs to deal with the reality of American hegemony crisis and the needs of American long - term hegemony . Among them , the relaxation of the relationship between the United States and the Islamic State , the change of American intervention and governance , etc . , are the most interesting developments in recent years .
