试论美国对日本“入常”的政策

【摘要】： 日本为成为联合国安理会常任理事国在外交上做了一系列的努力,包括与德国、巴西和印度组成四国联盟。除此之外,还在世界范围内广泛展开游说活动,以获得其他国家的支持。美国就是其中的一个游说对象。美国与联合国之间的特殊关系,美国与日本的特殊关系都注定了美国在日本谋求成为安理会常任理事国的过程中将会扮演着至关重要的角色。美国对日本“入常”的态度是决定日本能否成为安理会常任理事国的重要因素。同时,日本成为安理会常任理事国也会对美国在安理会中已获得的利益产生一系列的影响。本文试探析从冷战开始至现在这段时间美国对日本“入常”的政策及变化过程,并探析影响美国对日本“入常”政策的原因和由此对美国、日本、美日关系和其他国家产生的影响。
[Abstract]:Japan has made a series of diplomatic efforts to become a permanent member of the UN Security Council, including a four-nation alliance with Germany, Brazil and India. In addition, there are a wide range of lobbying activities around the world to gain support from other countries. America is one of those lobbyists. The special relationship between the United States and the United Nations, as well as the special relationship between the United States and Japan, is destined to play a crucial role in Japan's pursuit of permanent membership of the Security Council. The attitude of the United States towards Japan's accession is an important factor in determining whether Japan can become a permanent member of the Security Council. At the same time, Japan's permanent membership in the Security Council would have a series of implications for the benefits already gained by the United States. This paper tries to explore the policy and changing process of the United States towards Japan from the beginning of the Cold War to the present, and the reasons that influence the United States' policy of "accession to China" to Japan, and thus to the United States and Japan. American-Japanese relations and the influence of other countries.
