试析法德和解对新时期中日关系改善的启示

【摘要】：中日关系是中国和日本最重要的双边关系之一,但从1945年二战结束至今,中国和日本仍未实现真正的和解,在双边关系上呈现经热政冷的特点。所以,发展中日关系还需要回顾两国的交往历史,把握住当前中日参与东亚区域一体化的现状,并借鉴其他从历史宿敌实现和解的外部经验。法德与中日作为两组地缘相近的地区大国,在双边关系上存在着很多的相似之处。法德之间和中日之间都有着长期的历史积怨、在二战结束以后修复关系的过程中都遭遇到了民族主义的消极影响、也都面临着和解的现实利益需求,而且,作为二战战胜国的中法,以及作为战败国的日德之间都存在着一定的战略相似性。这两组双边关系的相似性,是中日关系改善可以借鉴法德和解经验的基本前提。但法德和解和中日关系改善,也存在着差异。首先,两组双边关系所处的时代条件和国际环境差异大;第二,中日在政治、经济上的差异要大于法德间的差异;第三,美国因素在法德关系和中日关系中的作用不同;最后,区域内国家对法德关系和中日关系的期许和影响都不同。法德和解中的成功经验,诸如通过推动区域一体化搭建和解平台;从密切经济关系入手,全面改善双边关系;成功运用妥协策略跨越外交障碍;通过建立错层次沟通机制巩固双边关系,给新时期改善中日关系提供了借鉴经验。所以,根据法德经验,中日两国可以采用:在共同推动东亚区域一体化中改善双边关系;和以经济合作为手段,以政治互信建设为推动力来改善关系。如果中日把握住了东亚区域一体化这一新时期的和解机遇,中日的双边关系将实现历史性的改善。
[Abstract]:The Sino-Japanese relationship is one of the most important bilateral relations between China and Japan, but since the end of World War II in 1945, China and Japan have not yet achieved real reconciliation, and the bilateral relations are characterized by hot politics. Therefore, the development of Sino-Japanese relations also needs to review the history of exchanges between the two countries, grasp the current situation of Sino-Japanese participation in the regional integration of East Asia, and draw lessons from other external experiences of reconciliation from historical enemies. As two groups of regional powers, France and Germany share many similarities in their bilateral relations. Both France and Germany and between China and Japan have a long history of resentment. In the process of repairing relations after the end of World War II, they have encountered the negative influence of nationalism, and are also faced with the realistic interests of reconciliation. Moreover, As a victorious country in World War II, China and France, as well as Japan and Germany as defeated countries, have certain strategic similarities. The similarity between the two groups of bilateral relations is the basic premise for the improvement of Sino-Japanese relations to draw lessons from the experience of Franco-German reconciliation. But there are also differences between France and Germany and the improvement of Sino-Japanese relations. First, there are great differences between the two groups of bilateral relations in terms of their time and international environment; second, the political and economic differences between China and Japan are greater than those between France and Germany; third, the role of the American factor in Franco-German relations and Sino-Japanese relations is different; and finally, Countries in the region have different expectations and influences on Franco-German and Sino-Japanese relations. Successful experiences in Franco-German reconciliation, such as building reconciliation platform through promoting regional integration, improving bilateral relations comprehensively from close economic relations, successfully using compromise strategies to overcome diplomatic obstacles; Through the establishment of a staggered communication mechanism to consolidate bilateral relations, this paper provides lessons for the improvement of Sino-Japanese relations in the new period. Therefore, according to the experience of France and Germany, China and Japan can improve bilateral relations by jointly promoting regional integration in East Asia, and improving relations by means of economic cooperation and by building political mutual trust. If China and Japan grasp the opportunity of reconciliation in the new period of East Asian regional integration, the bilateral relations between China and Japan will achieve historic improvement.
