漫长而艰难的退场:苏联从阿富汗撤军刍议

【摘要】：1979年苏联入侵阿富汗,战争使苏联在阿富汗陷入前所未有的困境,在苏联国内造成了消极后果,其国际声誉、外交政策也受到负面影响,80年代中期苏共上层执政思维及其政治体系发生变化,这些因素促使苏联决定从阿富汗撤军。苏联通过日内瓦谈判、在阿推行"民族和解"政策、与美国接触商谈等策略谋求实现撤军。由于苏联试图维持撤军后阿富汗形势的稳定,美国不断对撤军制造麻烦,人民民主党政权一再阻挠或拖延撤军,整个撤军过程并非一帆风顺。
[Abstract]:When the Soviet Union invaded Afghanistan in 1979, the war plunged the Soviet Union into an unprecedented predicament in Afghanistan, with negative consequences within the Soviet Union and its international reputation. Foreign policy was also adversely affected by the changes in the ruling thinking of the upper ranks of the Soviet Communist Party and its political system in the mid-1980s, which prompted the Soviet Union to withdraw its troops from Afghanistan. Through the Geneva negotiations, the Soviet Union pursued the policy of "national reconciliation" in Afghanistan and reached out to the United States to achieve withdrawal. Because the Soviet Union tried to maintain the stability of the situation in Afghanistan after the withdrawal, the United States constantly created trouble for the withdrawal, the people's Democratic Party regime repeatedly obstructed or delayed the withdrawal, and the whole withdrawal process was not smooth sailing.
