冷战后中美在联合国安理会的投票行为分析

【摘要】：联合国是多边外交的舞台,在它的六大主要机构中,安全理事会负有维持和平与安全的主要责任,其有关决议对会员国具有约束力。由于否决权的特殊作用,安理会工作的有效性很大程度上取决于常任理事国之间的关系,五大国间的关系变化都会在安理会上反映出来。中美关系对牵引国际格局变化有至关重要的作用,无论在广度和深度上,它的重要性都在与日俱增。本研究基于对联合国网站哈马舍尔德图书馆中“表决记录”分类下,各理事国在安理会历年(1992-2013)投票情况的收集,做数据处理和统计分析。同时,结合联合国相关决议和声明的研究,做到定量研究和定性研究的结合,可从宏观上体现中美关系的变动趋势及在主要问题上的态度差异,并通过建立假设解释一致率变动的因素。论文结合国际关系和外交学理论,在多边外交框架下的研究双边关系。按时空的区别,论文体现了中美在后冷战时期的实力变化和投票一致率变化的纵向比较,也体现了不同地区中美一致率差异之横向比较;从宏观层面来看,笔者按议题的性质把中美争议较多议题分为“独立性”、“对立性”、“无差异性”三类,也在微观层面上单独分析中美在该问题上的博弈关系。
[Abstract]:The United Nations is the arena of multilateral diplomacy, and among its six principal organs, the Security Council has the primary responsibility for the maintenance of peace and security, and its relevant resolutions are binding on member States. Because of the special role of the veto, the effectiveness of the work of the Security Council depends to a large extent on the relations between the permanent members, and the changes in the relations between the five major powers will be reflected in the Council. Sino-American relations play a vital role in bringing about a change in the international landscape, increasing in scope and depth. This study is based on the collection, data processing and statistical analysis of voting records in the UN website Hammarskjold Library. At the same time, combining the study of relevant United Nations resolutions and statements and the combination of quantitative and qualitative studies can reflect the changing trend of Sino-US relations and the differences in attitudes on major issues from a macro perspective. And through the establishment of hypotheses to explain the factors of change in the rate of consistency. Based on the theory of international relations and diplomacy, this paper studies bilateral relations in the framework of multilateral diplomacy. According to the difference of time and space, the paper reflects the vertical comparison of the change of strength and the rate of voting agreement between China and the United States in the post-Cold War period, and also reflects the horizontal comparison of the differences between China and the United States in different regions. According to the nature of the issue, the author divides the issues into three categories: "independence", "opposites" and "no difference", and analyzes the game relationship between China and the United States on the micro level.
