我国的公共外交论析

【摘要】：公共外交是一国政府主导的、利用本国资源影响他国社会公众的外交方式。公共外交通过提升软实力,维护国家安全、实现国家利益。我国公共外交在近代历史上就已经形成,中华人民共和国成立后,我国公共外交事业继往开来,在探索发展中形成了内外并重、主动作为、借力传统的现状特点。目前我国公共外交取得很大成就,充分体现外交战略、维护我国国家形象、增强国际话语权,然而内外部环境的变化使得公共外交的现有格局面临多重挑战,因此,发展我国公共外交需要注重战略设计和组织管理的创新。本文第一章阐述公共外交的一般理论。通过归纳总结现有理论,阐明公共外交的内涵和特征;运用约瑟夫·奈的软实力理论,概括出公共外交的实质;分析公共外交的目标。第二章考察我国公共外交历史与现状。考察我国近代外交与新中国公共外交的联系;通过阶段划分,分析我国公共外交的发展历程;在总结历史的基础上,概括我国公共外交的现状特点。第三章论述我国公共外交的成就、挑战与发展;将理论与实践相结合,总结我国公共外交的现有成就;分析国内外形势的变化对我国公共外交的挑战,并提出针对性的发展策略。
[Abstract]:Public diplomacy is a kind of diplomacy in which the government of one country dominates the use of its own resources to influence the public in other countries. Public diplomacy promotes soft power, maintains national security and realizes national interests. Since the founding of the people's Republic of China, the cause of public diplomacy of our country has been formed in the modern history. In the course of exploration and development, it has formed the characteristics of the present situation of paying equal attention to both inside and outside, taking the initiative to act, and taking advantage of the tradition. At present, great achievements have been made in China's public diplomacy, which fully embodies the diplomatic strategy, maintains the image of our country and strengthens the right of international discourse. However, the changes in the internal and external environment make the existing pattern of public diplomacy face many challenges, so, To develop our country's public diplomacy, we should pay attention to the innovation of strategic design and organization management. The first chapter expounds the general theory of public diplomacy. Through summing up the existing theories, expounding the connotation and characteristics of public diplomacy; using Joseph Nye's theory of soft power, generalizing the essence of public diplomacy; analyzing the goal of public diplomacy. The second chapter examines the history and present situation of China's public diplomacy. This paper examines the relationship between China's modern diplomacy and New China's public diplomacy, analyzes the development course of China's public diplomacy through the division of stages, and generalizes the current characteristics of China's public diplomacy on the basis of summing up the history. The third chapter discusses the achievements, challenges and development of China's public diplomacy, combines theory with practice, summarizes the existing achievements of China's public diplomacy, and analyzes the challenges to China's public diplomacy caused by the changes of the situation at home and abroad. And put forward targeted development strategy.
