冷战后核扩散问题研究

【摘要】： 自1945年美国在世界上首先研制出并且在实践中首次使用核武器以来,核武器问题始终是国际政治、国际关系、有关国家国内事务中非常重要的关注点。核武器巨大的毁灭能力以及长久的放射性危害,给人类自身的存在构成了巨大的威胁。 随着美苏两级对峙战略格局的瓦解,世界终于走出了冷战。在世界多极化和经济全球化的历史大趋势下,国际社会在核裁军和核不扩散领域取得了重大成果,令世人对世界未来和平充满期盼和信心。然而不幸的是,国际社会并未充分和有效地利用冷战结束所带来的控制和消减核灾难的机会,相继发生的事件使和平的趋势嘎然而止,世界重又面临复杂而严峻的核态势。 在学习和参考了国内外学者的研究成果之后,试图从历史学的视角、用国际政治理论的方法对冷战后核不扩散问题进行深入的分析,在充分占有外文材料的基础上,将历史与现实、宏观与微观、理论与实践有机地结合起来,力争在历史学、军事学、国际法学以及国际政治之间建立起一座桥梁。 20世纪90年代开始,国内一些从事核科学研究的科学家,一批从事国际关系研究的学者逐步把研究的方向转向了核不扩散研究,从技术、政策、理论等方面进行了卓有成效的工作,涌现出大批的不同层次的研究成果,产生了重大的政策、社会舆论影响。但是,相对来说这些成果都比较具体,只是详细地研究了一个或者两个问题,本文将这些问题加以归纳、总结,在前人研究的基础上予以概述。
[Abstract]:Since 1945, when the United States first developed nuclear weapons in the world and used them for the first time in practice, the issue of nuclear weapons has always been a very important concern in international politics, international relations and the domestic affairs of relevant countries. The great destructive power of nuclear weapons and the long-term radioactive damage pose a great threat to the existence of mankind itself. With the disintegration of the two-level confrontation, the world finally emerged from the cold war. Under the historical trend of world multipolarization and economic globalization, the international community has made great achievements in the field of nuclear disarmament and nuclear non-proliferation, making the world full of hope and confidence in the future peace of the world. Unfortunately, however, the international community has not taken full and effective advantage of the opportunity to control and mitigate nuclear disasters brought about by the end of the cold war. The successive events have brought the trend of peace to a halt, and the world is once again facing a complex and severe nuclear posture. After studying and referring to the research achievements of domestic and foreign scholars, this paper attempts to make an in-depth analysis of the nuclear non-proliferation problem after the Cold War with the method of international political theory from the perspective of history, and on the basis of the full possession of foreign materials, By organically combining history and reality, macro and micro, theory and practice, we strive to build a bridge between history, military science, international law and international politics. Some domestic scientists engaged in nuclear science research and a group of scholars engaged in international relations research have gradually shifted their research direction to the study of nuclear non-proliferation. They have carried out fruitful work in terms of technology, policy, theory, and so on. The emergence of a large number of different levels of research results, produced a major policy, public opinion impact. However, these results are relatively specific, only a detailed study of one or two issues, this paper will sum up these problems, on the basis of previous studies to be summarized.
