北极治理中原住民非政府组织的地位和作用

【摘要】:本文通过介绍北极地区原住民非政府组织在地区、国家和国际层面参与北极治理的分析,对原住民非政府组织在北极治理中的地位与作用加以阐释,并试图就原住民参与北极治理对全球治理产生的影响加以分析。当前,北极地区由于气候变化导致的资源利用的可能性大大增加,北极国家加强了对北极的争夺。如何实现北极的有效治理成为了当前北极地区重要的问题。北极地区的原住民在与北极极端气候长期的斗争中,逐步形成了适应北极气候、环境的原住民文化。冷战后北极地区的国际合作逐渐增强,北极原住民非政府组织也不断增多,它们的活动也日益活跃,并积极参与到事关原住民切身利益的北极区域治理中。作为北极地区最主要合作机制,北极理事会在北极治理中发挥了极其重要的作用,北极原住民非政府组织不仅参与了北极理事会成立的筹备工作,还积极参与到理事会下设各个工作组的各项工作之中。在环境保护与可持续发展、资源共管、自治运动等区域治理活动,北极原住民非政府组织代表原住民发出他们的声音,提出他们的观点。在原住民非政府组织的积极努力下,原住民知识在北极治理中的作用被充分认识到,并被广泛运用到理事会的各项评估报告中。原住民非政府组织的参与有效地提升了原住民的权利。 在全球治理进程中,北极原住民非政府组织在涉及北极治理以及北极原住民权利保护方面发挥了积极作用。在联合国起草的原住民族权利宣言的过程,北极原住民非政府组织广泛而又深入的参与到草案的起草与修改过程中,坚决的捍卫了原住民的应有权利。原住民非政府组织已经成为北极治理中一个重要的角色,这一事实也为中国参与北极治理提供了有益的启示。中国在北极治理进程中,不仅要关注与北极国家的关系,也要寻求与原住民非政府组织之间建立良好的合作关系。
[Abstract]:By introducing the analysis of the participation of aboriginal NGOs in Arctic governance at the regional, national and international levels, this paper explains the status and role of aboriginal NGOs in Arctic governance. This paper attempts to analyze the impact of aboriginal participation in Arctic governance on global governance. At present, Arctic countries have intensified their competition for the Arctic as a result of the increased possibility of resource utilization due to climate change. How to realize the effective governance of the Arctic has become an important issue in the current Arctic region. In the long struggle with the Arctic extreme climate, the Arctic aborigines gradually formed the aboriginal culture adapted to the Arctic climate and environment. After the Cold War, the international cooperation in the Arctic region has been gradually strengthened, and the number of Arctic Aboriginal non-governmental organizations has been increasing, and their activities have become increasingly active, and they have been actively involved in the Arctic regional governance, which concerns the vital interests of the indigenous peoples. As the main cooperation mechanism in the Arctic region, the Arctic Council has played an extremely important role in Arctic governance, and the Arctic Aboriginal non-governmental organizations have not only participated in the preparatory work for the establishment of the Arctic Council, It is also actively involved in the work of the working groups established under the Council. In regional governance activities such as environmental protection and sustainable development, co-management of resources, autonomous movements, and other regional governance activities, Arctic Aboriginal non-governmental organizations make their voices heard and put forward their views on behalf of aboriginal peoples. The role of indigenous knowledge in Arctic governance is fully recognized and widely used in the Council's assessment reports as a result of the active efforts of Aboriginal non-governmental organizations. The participation of Aboriginal NGOs effectively promotes Aboriginal rights. In the process of global governance, Arctic Aboriginal NGOs have played an active role in the protection of Arctic governance and the rights of Arctic aborigines. In the process of the declaration of aboriginal peoples' rights drafted by the United Nations, the Arctic Aboriginal NGOs participated extensively and deeply in the process of drafting and revising the draft, and resolutely defended the rights of aboriginal peoples. The fact that aboriginal NGOs have become an important role in Arctic governance also provides a useful inspiration for China's participation in Arctic governance. In the process of Arctic governance, China should not only focus on its relations with Arctic countries, but also seek to establish good cooperative relations with aboriginal NGOs.
