冷战后俄罗斯南亚政策研究

【摘要】： 南亚地区在世界地缘政治中一直占有重要的战略地位,一直以来,世界主要国家从未放弃对南亚地区事务的介入。南亚地区在俄罗斯的地缘战略中占据重要地位,纵观俄罗斯的历史不难发现,发展与南亚地区的关系,不仅是俄罗斯依据传统理念去争夺出海口的体现,更是体现大国地位的验证。苏联解体后,尽管世界地缘政治格局和国际政治形势发生了巨大变化,俄罗斯面临的形势比较严峻,但是俄罗斯能够及时调整对南亚地区及其主要国家的政策与方针,加强了与南亚地区及其主要国家的合作与交往,逐渐恢复了在南亚地区的作用和影响。然而,挑战与机遇并存,俄罗斯的南亚政策既要面对来自大国因素的影响,又要在印巴对抗中保持战略平衡,同时还要应对正在发展的多边关系的潜在威胁。本文运用了历史分析的方法,从外交、经济和军事政策三个方面,深入系统地阐述了冷战后俄罗斯南亚政策的发展与演变,分析了俄罗斯南亚政策面临的问题与挑战,预测了俄罗斯南亚政策的未来走向。此外,本文对于我国制定南亚地区政策、保护我国地缘政治环境的安全以及在新世纪巩固和发展与俄罗斯的战略伙伴关系也提供了相应的建议和参考。
[Abstract]:South Asia has always occupied an important strategic position in world geopolitics, and the major countries in the world have never given up their involvement in the affairs of South Asia. South Asia occupies an important position in Russia's geo-strategy. Looking at Russia's history, it is not difficult to find that the development of relations with South Asia is not only the embodiment of Russia's competition for sea ports in accordance with traditional ideas. It also reflects the verification of the status of a great power. After the collapse of the Soviet Union, Russia was able to adjust its policies and principles towards South Asia and its major countries in a timely manner, despite the tremendous changes in the world geopolitical structure and the international political situation, and the grim situation facing Russia. It has strengthened cooperation and exchanges with South Asia and its major countries and gradually restored its role and influence in South Asia. However, both challenges and opportunities exist. Russia's South Asia policy should face the influence of big powers, maintain a strategic balance in the confrontation between India and Pakistan, and deal with the potential threat of developing multilateral relations at the same time. Using the method of historical analysis, this paper expounds the development and evolution of Russia's South Asia policy after the Cold War from three aspects of diplomatic, economic and military policies, and analyzes the problems and challenges that Russia's South Asia policy is facing. The future direction of Russia's South Asia policy is forecasted. In addition, this paper also provides the corresponding suggestions and references for our country to formulate the policy of South Asia region, to protect the security of our geopolitical environment and to consolidate and develop the strategic partnership with Russia in the new century.
