老挝与东盟关系研究

【摘要】：老挝加入东盟已经14年了,东盟区域经济的发展离不开具有重要国际战略价值的老挝,而老挝的经济社会发展和革新开放又与东盟息息相关。鉴于老挝与东盟关系的重要性,我想对老挝与东盟的关系问题做一下系统的研究,以及对老挝与东盟关系的历史、现状和未来有一个全面而科学的认识。 论文的主要内容由如下部分组成： 第一部分老挝与东盟关系的演变概述。主要论述了老挝与东盟关系演变的三个时期,即：对立与冷淡时期、接触与和平共处时期、融入与全面合作时期。通过历史的梳理,发现老挝自20世纪80年代后期以来,逐步从封闭走向开放,在外交上实行对外开放、广交朋友的政策,与东盟由对立冷淡转变为频繁接触和平共处,而东盟也积极主动地吸纳老挝加入其中。1997年老挝正式成为东盟成员国,此后老挝积极参与东盟事务,与东盟各国发展友好关系,加强交流与合作。 第二部分老挝与东盟互动关系中的利益分析。主要从老挝在与东盟关系改善中的利益和东盟在与老挝关系改善中的收获两个方面进行分析。认为老挝改善与东盟的关系有其利益所在,它的工业化建设需要东盟的资金技术,它的革新开放也需要东盟的政治舞台。加入东盟后,老挝在经济上、政治上、外交上都获得了巨大的利益,社会经济迅速发展。与此同时,东盟在与老挝关系改善中也有很大的收获,老挝的加入顺应了东盟的扩盟战略的需要,同时也促进了东盟地区一体化进程的发展。 第三部分老挝与东盟关系未来发展的影响因素。主要从影响老挝与东盟关系的积极因素和消极因素两个方面来论述。认为老挝与东盟关系的发展不但有一些积极的影响因素,如双方合作意愿强烈、政治利益上互有所图、经济上互有所求、越南的特殊关系等,还存在着一些消极的影响因素,如社会政治制度和意识形态的差异,安全合作、经济合作困难层出,大国势力干预等。 通过系统的分析研究,我们发现老挝与东盟关系的发展有着众多的共同利益,也有着很多的分歧,这既保证了老挝与东盟的关系会继续稳步发展,同时也需要老挝理性地思考在区域经济一体化的国际大背景下,作为落后的小国,将要以怎样的姿态和方式来应对。
[Abstract]:It has been 14 years since Laos joined ASEAN. The development of ASEAN regional economy can not be separated from Laos which has important international strategic value. The economic and social development and innovation and opening up of Laos are closely related with ASEAN. In view of the importance of the relations between Laos and ASEAN, I would like to make a systematic study of the relationship between Laos and ASEAN, and have a comprehensive and scientific understanding of the history, current situation and future of the relations between Laos and ASEAN. The main contents of this paper are as follows: the first part is an overview of the evolution of Laos-ASEAN relations. This paper mainly discusses three periods of the evolution of the relations between Laos and ASEAN, that is, the period of antagonism and indifference, the period of contact and peaceful coexistence, the period of integration and comprehensive cooperation. Through historical review, it is found that since the late 1980s, Laos has gradually moved from a closed to open policy of opening up to the outside world in diplomacy, making friends with ASEAN, and changing from apathy to frequent contact and peaceful coexistence with ASEAN. In 1997, Laos formally became a member of ASEAN. Since then, Laos has actively participated in ASEAN affairs, developed friendly relations with ASEAN countries, and strengthened exchanges and cooperation. The second part is the analysis of the interests in the interaction between Laos and ASEAN. This paper mainly analyzes the interests of Laos in the improvement of relations with ASEAN and the gains of ASEAN in improving relations with Laos. It is believed that Laos has its own interests in improving its relations with ASEAN, that its industrialization needs ASEAN's capital and technology, and that its innovation and opening up also need ASEAN's political stage. After joining ASEAN, Laos gained enormous benefits in economy, politics and diplomacy, and its social economy developed rapidly. At the same time, ASEAN has gained a lot in the improvement of its relations with Laos. Laos' entry conforms to the need of ASEAN's strategy of enlargement and promotes the development of ASEAN's regional integration process. The third part is the influencing factors of the future development of Laos-ASEAN relations. This paper mainly discusses the positive factors and negative factors that affect the relations between Laos and ASEAN. It is believed that there are not only some positive influential factors in the development of Laos and ASEAN relations, such as the strong willingness to cooperate between the two sides, mutual plans for political interests, mutual economic aspirations, and Vietnam's special relations, but also some negative influence factors. Such as differences in social and political systems and ideologies, security cooperation, economic cooperation difficulties, power intervention and so on. Through systematic analysis and research, we find that the development of the relations between Laos and ASEAN has many common interests and many differences, which ensures that the relations between Laos and ASEAN will continue to develop steadily. At the same time, Laos also needs to think rationally what kind of attitude and way to deal with it in the international context of regional economic integration, as a small backward country.
