公平的发展:2015后议程之“钥”

【摘要】：发展的质量问题,不仅仅因为近年国内发展转型所热议,也是半个世纪以来国际社会强烈关注的一个焦点。今年(2015年)恰逢联合国"千年发展目标"实施到期,关于"2015年后国际发展议程"的讨论也在紧锣密鼓进行中。如何实现包容性发展和可持续发展成为其中的关键环节。这些内容都涉及发展的公平性问题,前者被认为是发展的代内公平,后者是发展的代际公平。基于发展人权的视野,正视具有各种表现的不平等仍然是这个世界的普遍焦虑;如果没有对发展权的认可和维护,广大发展中国家的人权也就不可能充分实现。不平等为形形色色的社会问题的产生和扩散提供了土壤,寻求公平的发展便愈发必要和迫切。中国关于2015年后国际发展议程的立场,要求坚持发展模式多样化原则、连贯性和前瞻性原则、共同但有区别的责任原则、普遍性原则和统筹平衡发展原则,将消除贫困和饥饿、全面推进社会进步并改善民生、促进经济包容性增长、加强生态文明建设和促进可持续发展、加强全球发展伙伴关系等视为重点领域和优先方向。由此更加明确:不能把发展简单地归结于经济业绩,还必须有更加认真的社会建设,进而为经济问题的社会解决提供正确的方法论。
[Abstract]:The quality of development, not only because of the recent domestic development transformation heated discussion, but also a focus of intense international concern for half a century. This year (2015) coincides with the expiration of the implementation of the United Nations Millennium Development goals and the intense discussions on the post-2015 international development agenda. How to achieve inclusive development and sustainable development becomes one of the key links. The former is regarded as the intra-generational equity of development, and the latter is the intergenerational equity of development. Based on the vision of human rights development, it is still a universal anxiety in the world to face up to the inequalities in various manifestations. Without the recognition and protection of the right to development, human rights in the vast number of developing countries will not be fully realized. Inequality provides the soil for the emergence and spread of various social problems, so it is more necessary and urgent to seek equitable development. China's position on the post-2015 international development agenda calls for upholding the principles of diversification, coherence and foresight of the development model, common but differentiated responsibilities, universality and the principle of integrated and balanced development, which will eradicate poverty and hunger, Promoting social progress and improving people's livelihood, promoting inclusive economic growth, strengthening the construction of ecological civilization and promoting sustainable development, and strengthening the global partnership for development are regarded as key areas and priority directions. Therefore, it is clear that development should not be attributed simply to economic achievements, but also to more serious social construction so as to provide a correct methodology for the social solution of economic problems.
