冷战后美国对印度军事援助的特点及发展趋势

【摘要】：冷战的结束带来了世界主要力量的重新分化组合。为了谋求在未来的国际格局中占据有利地位,世界各主要国家纷纷进行了战略调整,其中美国对印度的战略调整最为引人注目。特别是新世纪以来,随着双方国家利益的交合和共同利益的增多,美国加强了与印度合作的力度,双边关系全面改善、迅速升温。其中,以军事援助为纽带所折射出的美印关系的变化最深刻、最有力,这也是本文研究的出发点。 文章分绪论、正文、结论三部分。绪论部分主要介绍了选题的缘起和意义,在现有研究资料基础上构建了本文的结构、指出了本文的创新与不足,并对所涉及的核心概念进行了界定。正文部分以美国对印军事援助60多年的历史为研究起点,根据美印两国政治关系的发展变化,运用国际关系中的平衡理论对美国对印军事援助进行分析,以期揭示美国对印军事援助的原因和实质,得出了美国对印军事援助具有增长性、“准联盟”性、间接性和针对性的特点。结合这些特点和美印双方的利益需求,判断出未来美国对印军事援助虽会起伏、但主流还是要加强。同时,论文还分析了美国对印军事援助给中国安全带来的影响以及中国的应对之策。结论部分则依据美国的国家战略和现行政策,对美国对印军事援助进行了再思考,得出美国对印军事援助的主要针对目标是中国、增长趋势短期内难以逆转、合作形式比较隐秘,我们必须有思想和物质上的准备。 总之,在国家利益和实力至上的外交政策仍然大行其道的今天,美国对印军事援助无论是呈上升趋势发展还是呈下降趋势发展,都是在国家利益至上的原则指导下出现的变化和调整。所以,我们需要理性客观地看待美国对印军事援助,做到立足全局、高度关注、未雨绸缪、积极应对,为我国的和平发展创造良好的外部环境。
[Abstract]:The end of the cold war brought about a redifferentiation of the world's major powers. In order to occupy a favorable position in the future international structure, the major countries in the world have carried out strategic adjustment, among which the United States' strategic adjustment to India has attracted the most attention. Especially in the new century, with the exchange of national interests and the increase of common interests, the United States has strengthened its cooperation with India, and bilateral relations have improved in an all-round way and heated up rapidly. Among them, the military aid reflects the most profound and powerful changes in the relationship between the United States and India, which is the starting point of this study. The article is divided into three parts: introduction, text and conclusion. The introduction part mainly introduces the origin and significance of the topic, constructs the structure of this paper on the basis of the existing research data, points out the innovation and insufficiency of this paper, and defines the core concepts involved. Based on the 60 years' history of US military aid to India and the development and changes of the political relations between the two countries, the paper analyzes the US military aid to India by using the balance theory in international relations. In order to reveal the reason and essence of American military aid to India, the author concludes that American military aid to India has the characteristics of growth, "quasi-alliance", indirectness and pertinence. Combined with these characteristics and the interests of the United States and India, we can judge that the future US military assistance to India will fluctuate, but the mainstream should be strengthened. At the same time, the paper also analyzes the impact of US military aid to India on China's security and China's countermeasures. In conclusion, according to the national strategy and current policy of the United States, the military aid to India is reconsidered. It is concluded that the main target of US military aid to India is China, and the growth trend is difficult to reverse in the short term. Forms of cooperation are more secret, we must have ideological and material preparation. In short, at a time when the foreign policy of national interest and power supremacy is still prevalent, US military assistance to India is either on the rise or on the downward trend. It is the change and adjustment that appear under the guidance of the principle of national interest first. Therefore, we need to rationally and objectively view the US military assistance to India, so as to base itself on the overall situation, pay close attention to it, plan ahead of time, actively deal with it, and create a good external environment for the peaceful development of our country.
