论亚丁湾海上安全合作

【摘要】：随着国际间贸易往来的频繁,海上航道安全问题日渐重要,作为海上贸易通道的亚丁湾海域也越来越被重视。亚丁湾是指位于也门和索马里之间的一片阿拉伯海域,它通过曼德海峡与北方的红海相连,是地中海和印度洋的必经站,也是波斯湾输往欧洲和北美洲的重要水路。亚丁湾地区的海盗问题层出不穷,过去10年各国也对此制定了一些基本政策,但都未能很好的从根本上解决这个问题。本文对结构现实主义理论、新自由主义理论、建构主义理论等地区安全合作主流理论进行了探讨,对马六甲海峡地区安全合作和上海合作组织这两个成功地区安全合作案例进行了全面分析,对亚丁湾地区安全合作的现状和特点进行深入了解,从而研究亚丁湾海上安全合作。通过对亚丁湾地区安全问题的原因剖析来找到解决亚丁湾海上安全合作问题的突破口,从而进行更完善的亚丁湾海上安全合作。
[Abstract]:With the frequent international trade, the safety of maritime channel is becoming more and more important, and the Gulf of Aden, as a channel of maritime trade, has been paid more and more attention. The Gulf of Aden is an Arab sea area between Yemen and Somalia. It is connected to the Red Sea in the north through the Strait of Mand. It is a necessary station in the Mediterranean Sea and the Indian Ocean. It is also an important waterway from the Persian Gulf to Europe and North America. The problem of piracy in the Gulf of Aden is endless and countries have made some basic policies on it in the past decade, but none of them has solved the problem at all. This paper discusses the main theories of regional security cooperation, such as structural realism theory, neoliberal theory, constructivism theory and so on. This paper makes a comprehensive analysis of the two successful security cooperation cases of Malacca Strait region and Shanghai Cooperation Organization, and makes a thorough understanding of the present situation and characteristics of security cooperation in the Gulf of Aden region, so as to study the maritime security cooperation in the Gulf of Aden. By analyzing the reasons of the safety problems in the Gulf of Aden, the paper finds a breakthrough to solve the problem of maritime security cooperation in the Gulf of Aden, so as to carry out more perfect maritime security cooperation in the Gulf of Aden.
