“和谐”视角下中国国家形象的塑造

【摘要】： 国际社会对国家形象的认识是个不断深化的过程。在全球化的今天,对世界各国而言,塑造良好的国家形象已经成为重要的生存之道、对外交往的旗帜、走向世界的通行证、社会和经济发展的助推器。 国家形象是主权国家产生之后,伴随着交流方式的便捷化和多样化,国家在与国际社会的持续互动过程中形成的、国际社会对这个国家的政治、经济、文化和社会等各个方面的总体印象和综合评价。国家形象具有动态性和相对稳定性、客观性和主观性、复杂性和可塑性、差异性和互动性等特征。国家形象具有多方面的功能:权力合法化、促进经济发展、促进文化交流和安全保障。 在中华民族五千年的悠久历史中,中国形象先后经历了“大国风采→破败衰落→独立自主→改革开放→和平发展”五个阶段,其中以新中国的成立为契机,中国逐步步入规范化塑造国家形象的轨道。在这漫长的历史中,我们既有成功的经验,也有失败的教训,这些都值得我们回味和深思,以便在以后能更顺利地塑造良好国家形象。在中国国家形象塑造的历史过程中,成功经验主要体现在以下几个方面:独立自主的和平外交政策、韬光养晦、发展经济和积极融入国际社会。中国国家形象塑造的不足主要体现在以下几个方面:不重视国家形象、塑造了不符合国际潮流的国家形象和话语权的缺失导致的负面形象。 根据历史经验和现实状况,目前中国国家形象塑造需要考虑的因素主要有国家利益、综合国力和国际环境这三方面。根据这三方面的情况,中国国家形象应定位于和平的国家形象、发展的国家形象、合作的国家形象和负责任的国家形象。 根据以上定位,运用“和谐”理念是塑造中国国家形象的最佳途径。“和谐”理念在中国有悠久的历史渊源,和谐社会、和谐世界的提出是中国几代领导集体智慧的结晶。具体说来,中国国家形象的塑造途径主要有以下几方面:首先,以“和谐社会”理念为指导,为塑造良好的国家形象奠定坚实的国内基础。主要体现在落实科学发展观,提高国家实力;实现社会公平正义,增强社会凝聚力;维护民族团结,实现社会稳定。其次,以“和谐区域”理念为指导,为塑造中国国家形象营造良好的周边环境。主要体现在坚持与邻为善、以邻为伴的周边外交方针;妥善处理边界问题,共同维护地区安全;加强区域合作,与周边国家共享发展成果;树立新安全观,积极调解地区热点冲突。最后,以“和谐世界”理念为指导,为塑造中国国家形象营造良好的国际环境。主要体现在增强参与意识;重视国际制度的规范性作用;坚持联合国的主导作用;从政治、经济、文化、安全多角度构建和谐世界;增强在国际上的话语权,为塑造良好的国家形象营造舆论环境。
[Abstract]:The international community's understanding of the national image is a deepening process. In today's globalization, shaping a good national image has become an important way to survive, the banner of foreign exchanges, the passport to the world, and the booster of social and economic development. After the emergence of a sovereign state, with the convenience and diversification of the means of communication, the national image is formed in the process of continuous interaction between the state and the international community, the international community's political and economic response to the country, Cultural and social aspects of the overall impression and comprehensive evaluation. National image is characterized by dynamic and relative stability, objectivity and subjectivity, complexity and plasticity, difference and interaction. National image has many functions: legalization of power, promotion of economic development, promotion of cultural exchange and security. In the long history of the five thousand years of the Chinese nation, the image of China has undergone five stages of "great power's decaying demeanor and independent reform and opening up and peaceful development," in which the founding of the new China was taken as an opportunity. China has gradually stepped into the track of standardizing and shaping the national image. In this long history, we have both successful experience and failure lessons, which are worthy of our reflection and reflection, so that we can more smoothly shape the image of a good country in the future. In the historical process of shaping China's national image, the successful experiences are mainly reflected in the following aspects: independent foreign policy of peace, keeping secret, developing economy and actively integrating into the international community. The shortcomings of China's national image are mainly reflected in the following aspects: not paying attention to the national image, shaping the national image which does not conform to the international trend and the negative image caused by the lack of the right to speak. According to the historical experience and the present situation, the main factors that need to be considered in the shaping of China's national image are national interests, comprehensive national strength and international environment. According to these three aspects, China's national image should be defined as a peaceful national image, a developing national image, a cooperative national image and a responsible national image. According to the above positioning, using the concept of "harmony" is the best way to shape China's national image. The idea of "harmony" has a long history in China. The idea of harmonious society and harmonious world is the crystallization of the wisdom of Chinese leaders of several generations. Specifically, the ways of shaping China's national image are as follows: first of all, under the guidance of the concept of "harmonious society", it lays a solid domestic foundation for shaping a good national image. It is mainly embodied in the implementation of the scientific concept of development, the enhancement of national strength, the realization of social equity and justice, the enhancement of social cohesion, the maintenance of national unity and the realization of social stability. Secondly, under the guidance of the concept of "harmonious region", to create a good surrounding environment for shaping China's national image. This is mainly reflected in the policy of adhering to the policy of making good with the neighboring countries and taking the neighboring countries as partners; properly handling border issues and jointly maintaining regional security; strengthening regional cooperation and sharing the fruits of development with the neighboring countries; and establishing a new concept of security.
