权威演进与“命运共同体”的话语建设

【摘要】：权威是全球治理的核心,具有两面性。以西方国际关系话语为基础、以权力和竞争为主轴的模式无法为人类未来提供充分的思想基础。全球治理体系失衡必然要求国际政治的政治行为体和经济行为体形成一套新的规范和制度,并在特定的历史时期内得以巩固和维持。"命运共同体"是我国外交战略思想体系中的"顶层设计",该理念已得到广泛运用,并在多种外交场合中被系统阐述和充实,其涵盖的范围是多层次的,其涉及的领域是多元的,从国内到周边地区,从周边地区扩大到亚太,再从亚太跨越重洋走向世界。"命运共同体"强调推动国际体系的均衡呈现出多种不同的"次均衡状态"共存、共赢和共生,通过推动建立和谐共生的新型国际政治秩序和合作共赢的新型经济秩序,必将成为未来新型国际秩序均衡的思想基础。
