G20机制析论

【摘要】:二十国集团(G20)是两次金融危机的产物,作为一个新兴的全球经济治理机制它还处在一个初级发展阶段,在经历了东南亚金融危机和2008年以来的全球性金融危机之后,它的地位和作用逐步由弱变强,开始取代八国集团成为当前全球经济治理的主要平台,在应对这次金融危机中发挥了重要作用,这一发达国家和新兴国家的联合协调机制取得了初步的成功。本文分三个部分对G20机制进行了分析。 第一章分析G20产生和发展的背景与历程。虽然说两次金融危机是G20能够走向前台的直接原因,但深层次的原因却是国际经济格局的多元化的结果,G20是适应国际经济权力结构的变迁而产生的。具体经历了初始阶段的非正式财长和央行行长会议下危机的协调机制、发展阶段的应对全球金融危机的高峰会议两个时期。 第二章分析G20的机制模式和发展前景。G20是一种松散的协调机制,制度化程度低。这种机制模式是优劣并存的,代表性广泛,开放性强,但内部分歧大,议题设置宽泛,不利于实施和发展。G20的机制模式面临着进一步改革,需进一步协调与非成员国和八国集团的关系,必须进行制度化,以建立长效性机制。 第三章分析G20的成就与影响。G20有效遏制了金融危机的蔓延和发展,促进了世界经济的恢复,促进了发达国家和发展中国家的合作。G20是国际经济格局多元化在国际机制上的反映,为新兴的工业化国家和广大的发展中国家争取国际话语权开辟了新渠道,提升了发展中国家在国际秩序中的地位,有利于国际经济新秩序的建立,也必将对国际政治秩序产生良好的作用。 最后,本文就中国和G20的关系进行了分析。中国成为G20的重要成员国,并在其中发挥重要作用,是中国经济实力大幅度提升的结果。世界经济需要中国,中国也需要凭借G20平台来进一步推动自身的发展。在未来,中国应该在G20机制中“有所作为”,第一,坚持权利与义务平衡的原则,维护和发展中国的国家利益;第二,中国要积极推动G20机制的发展,使之成为实质上的国际金融主导机制,而不是G8的附庸。其三,中国在G20中要积极和发展中国家合作,推动国际政治经济新秩序的发展。
[Abstract]:The Group of Twenty (G20) is the product of two financial crises. As a new global economic governance mechanism, it is still in an initial stage of development, after experiencing the financial crisis in Southeast Asia and the global financial crisis since 2008. Its status and role have gradually changed from weak to strong, and it has begun to replace the Group of eight as the main platform for global economic governance and has played an important role in dealing with this financial crisis. This joint coordination mechanism between developed and emerging countries has achieved initial success. This article divides into three parts to carry on the analysis to the G20 mechanism. The first chapter analyzes the background and development of G20. Although the two financial crises are the direct reason why the G20 can come to the front stage, the deep reason is the result of the diversification of the international economic structure, and the G20 is the result of adapting to the change of the power structure of the international economy. It has experienced the coordination mechanism of the informal finance ministers and central bank governors in the initial stage and the summit meeting in the development stage to deal with the global financial crisis. The second chapter analyzes the mechanism model and development prospect of G20, which is a loose coordination mechanism with low degree of institutionalization. This mechanism model is characterized by its advantages and disadvantages, wide representativeness and strong openness, but it has wide internal differences and broad agenda setting, which is not conducive to implementation and development. The G20 mechanism model is facing further reform. Relations with non-members and the G8 need to be further coordinated and institutionalized to establish a long-term mechanism. The third chapter analyzes the achievements and impacts of the G20. The G20 has effectively contained the spread and development of the financial crisis, promoted the recovery of the world economy, and promoted the cooperation between developed and developing countries. The G20 is a reflection of the diversification of the international economic pattern in the international mechanism. It has opened up new channels for the newly industrialized countries and the vast number of developing countries to fight for the right of international discourse, enhanced the position of developing countries in the international order, and is conducive to the establishment of a new international economic order, It will certainly play a good role in the international political order. Finally, this paper analyzes the relationship between China and G20. The fact that China has become an important member of the G20 and plays an important role in it is the result of a dramatic increase in China's economic strength. The world economy needs China, and China needs the G20 platform to further its development. In the future, China should "do something" in the G20 mechanism. First, it should adhere to the principle of balancing rights and obligations to safeguard and develop China's national interests. Second, China should actively promote the development of the G20 mechanism. Make it a essentially international financial dominant mechanism, not a G8 appendage. Third, China should actively cooperate with developing countries in the G20 to promote the development of a new international political and economic order.
