中非关系中的公共外交应用研究

【摘要】:随着中国综合国力的提升以及对外开放程度的不断扩大,更好地向世界说明中国的真实情况,成为中国和平发展的基础工程。越来越多的人开始关注公共外交这一在中国略显生疏的领域。2008年北京奥运会和2010年上海世博会是中国公众与世界公众广泛交流的机会,这两会标志着中国进入到公共外交的活跃时期。 与此同时,中非合作也随着中非合作论坛的创立进入蓬勃发展阶段,各方面成果喜人。但是,在看到巨大成绩的同时,很多问题也日益暴露:社会文化冲突时有发生、政策制定缺乏协调性、政治宣传缺乏针对性、经济上的贸易摩擦、中资企业社会责任感相对缺失、资源和环境保护的重视程度不够等等。再加上非洲大陆独特的政治文化背景,要想把中非关系推上新的发展高度,公共外交这个“隐形的手”能否发挥作用至关重要。 然而,公共外交在中国毕竟刚刚兴起,在做法和体制上尚不成熟。西方发达国家,尤其是美、法两国的经验为我们提供了很好的借鉴。在此基础上,我们必须结合本国具体国情,针对具体问题,探索形成具有中国特色的对非公共外交体系。但是,我们不能忽略一个基础问题,那就是:公共外交的基础是综合国力,没有硬实力作支撑,一切都无从谈起。只有继续推进经济发展,提升综合国力,才能让我们的公共外交更有底气。
[Abstract]:With the improvement of China's comprehensive national strength and the continuous expansion of the degree of opening to the outside world, it has become the basic project for China's peaceful development to better explain China's real situation to the world. A growing number of people are beginning to pay attention to public diplomacy, an area that is slightly unfamiliar in China. The 2008 Beijing Olympic Games and the 2010 Shanghai World Expo are opportunities for extensive exchanges between the Chinese public and the world's public. These two sessions mark China's entering an active period of public diplomacy. At the same time, with the establishment of the Forum on China-Africa Cooperation, China-Africa Cooperation has entered a stage of vigorous development. However, while seeing great achievements, many problems are increasingly exposed: social and cultural conflicts, lack of coordination in policy formulation, lack of pertinence in political propaganda, and economic trade frictions. The sense of social responsibility of Chinese enterprises is relatively lacking, and the importance of resources and environmental protection is not enough. Coupled with the continent's unique political and cultural background, public diplomacy as an invisible hand is crucial to push China-Africa relations to a new level of development. However, public diplomacy in China, after all, is just rising, in practice and system is not mature. Western developed countries, especially the United States, France and the experience of the two countries for us to provide a good reference. On this basis, we must combine with our country's specific national conditions and aim at specific problems to explore the formation of a non-public diplomacy system with Chinese characteristics. However, we can not ignore a basic problem, that is: the basis of public diplomacy is comprehensive national strength, without the support of hard power, nothing can be said. Only by continuing to promote economic development and enhance comprehensive national strength can our public diplomacy be more confident.
