当前美国的南海政策与中国的应对策略

【摘要】：冷战结束之后，随着中国的快速崛起，美国把中国定位为下一个全球战略竞争对手。基于南海本身重要的地缘战略位置和南海问题的复杂性，，美国把介入南海问题作为对中国进行全方位遏制的重要一环。美国的南海政策表现出越来越明显的对东南亚声索国的支持和利用其强大的军事力量对中国进行战略威慑的倾向。 本文在回顾、总结美国南海政策历史演变的基础上，对于当前美国南海政策的现状、发展趋势进行了较为客观的分析、预测。文章认为遏制中国崛起将是美国当前和未来南海政策的核心，而如何应对美国南海政策对中国的国家安全、统一所造成的负面影响，将是中国在未来相当长一段时间必须要面对的战略难题。本文认为，中国应当首先立足于国内，加速发展自身的经济、军事力量，在综合国力不断增强的基础上制定一个对南海进行长期规划、建设的大战略。与此同时，中国一方面应坚持同东南亚国家睦邻友好、和平解决南海争端的方针政策，另一方面也要为排除外部势力干涉、以非和平方式解决南海问题做好军事斗争的准备。在中美全球战略大博弈中，中国还可以利用其他全球性问题对美国在南海问题上的有关行动或政策进行反向牵制，迫使其让步。虽然中国正在迅速崛起，但我们必须清醒的认识到，中美力量对比依然非常悬殊，因而，同那些与美国存在战略冲突与矛盾的国家结成地缘战略同盟也是中国缓解美国制造的“南海困局”的有效途径。
[Abstract]:After the end of the Cold War, with the rapid rise of China, the United States positioned China as the next global strategic competitor. Based on the important geo-strategic position of the South China Sea and the complexity of the South China Sea issue, the United States regards its involvement in the South China Sea issue as an important part of the overall containment of China. The South China Sea policy of the United States shows more and more obvious support for Southeast Asian countries and the tendency to use its powerful military power to deter China strategically. On the basis of reviewing and summarizing the historical evolution of the South China Sea policy of the United States, this paper makes an objective analysis and prediction of the present situation and development trend of the American policy in the South China Sea. The article holds that containment of China's rise will be the core of the current and future US policy on the South China Sea, and how to cope with the negative impact of the US South China Sea policy on China's national security and reunification. It will be a strategic challenge that China will have to face for a long time to come. This paper holds that China should first of all base itself on the domestic market, accelerate the development of its own economic and military power, and formulate a large strategy for the long-term planning and construction of the South China Sea on the basis of the continuous enhancement of its comprehensive national strength. At the same time, on the one hand, China should adhere to the principles and policies of good-neighborly friendship and peaceful settlement of disputes in the South China Sea with Southeast Asian countries, on the other hand, it should also make preparations for military struggle to eliminate interference from outside forces and resolve the South China Sea issue by non-peaceful means. In the great game of global strategy between China and the United States, China can also use other global issues to reverse the actions or policies of the United States on the South China Sea issue and force it to make concessions. Although China is rising rapidly, we must soberly realize that the balance of power between China and the United States is still very wide, so, It is also an effective way for China to ease the "South China Sea predicament" made by the United States by forming a geo-strategic alliance with those countries that have strategic conflicts and contradictions with the United States.
