国际秩序的功能失调与治理危机

【摘要】：近年来,国际秩序出现了一系列危机,这种危机不仅包含全球治理的失灵,更在于地区安全治理走向失序。在亚太地区,中国崛起加剧了中美两国在这一地区的紧张关系;在中东地区,美国撤出伊拉克,鼓励颜色革命,并且执行了自相矛盾的战略,这些因素导致中东地区走向动荡;在欧洲地区,美国积极推广民主,鼓励民族自决,压缩俄罗斯的战略空间,引起了美俄关系的恶化。总体而言,这些地区危机的形成,主要是因为新兴大国、边缘力量和美国三者的行为加剧了国际秩序的张力。目前来看,既有国际秩序仍然是可以修补的,新秩序创设是一个漫长的过程。
[Abstract]:In recent years, there have been a series of crises in the international order, which not only include the failure of global governance, but also lie in the regional security governance going out of order. In the Asia-Pacific region, the rise of China has exacerbated tensions between China and the United States in the region; in the Middle East, the withdrawal of the United States from Iraq, the encouragement of the color revolution, and the implementation of contradictory strategies have led to instability in the Middle East. In Europe, the United States actively promoted democracy, encouraged national self-determination, compressed Russia's strategic space, and caused the deterioration of U.S.-Russian relations. In general, these regional crises were created mainly by the actions of emerging powers, marginal forces and the United States, which exacerbated the tension of the international order. At present, the existing international order can still be repaired, and the creation of the new order is a long process.
