从“外交政策之集思”到“外交政策之改进”:“回顾2014”进入落实阶段

【摘要】：德国外交部根据外交部长弗兰克-瓦尔特·施泰因迈尔的倡议启动的"回顾2014"项目,旨在2014和2015年间对"德国外交政策的前景进行自我解读"。该"回顾"不仅涉及德国外交政策的重点和目标,而且还致力于研究如何组织外交政策和实施外交政策行动。对这些问题的思考的结果是制定出一份行动计划,它包括"成为强有力的外交部所需的7个核心目标",即提高危机预测能力并有针对性地应对危机;确立促成一种和平、公正的国际秩序的推动力;把欧洲映射更加深入地扎根于德国外交政策之中;为外交部成员进行战略反思提供更多的空间;改善对内、对外沟通;加强总部和驻外代表机构的开放程度及其相互之间的联网;更加全方位地动员外交部成员。这些目标需要在2016年年中前完成,为此,外交部已建立起了精简的结构。本文将对计划开展的各项措施进行介绍和评价,最后对其实施前景予以展望。
[Abstract]:The "Review 2014" project, launched by the German Foreign Ministry at the initiative of Foreign Minister Frank-Walter Steinmeier, aims to "self-interpret the prospects of German foreign policy" between 2014 and 2015. The Review deals not only with the priorities and objectives of German foreign policy, but also with the study of how to organize and implement foreign policy actions. The result of reflection on these issues is the development of an action plan that includes "the seven core objectives needed to be a strong foreign ministry", namely, to improve crisis forecasting capacity and to respond to crises in a targeted manner; and to establish the promotion of a peace, The impetus of a just international order; the deeper roots of the European mapping in German foreign policy; the provision of more space for strategic reflection by members of the Foreign Office; the improvement of internal and external communication; To enhance the openness of headquarters and representative offices abroad and the networking between them; to mobilize the members of the Ministry of Foreign Affairs in a more comprehensive manner. These targets need to be completed by mid-2016, and the Foreign Ministry has put in place a streamlined structure. This paper introduces and evaluates the planned measures, and finally looks forward to the prospect of their implementation.
