网络恐怖主义防控问题研究

【摘要】：网络恐怖主义是伴随恐怖主义的产生而产生的，，随着互联网络的广泛应用和信息技术的快速发展，它的危害和影响力越发明显，并逐渐开始引起各国政府的重视。网络恐怖主义是传统恐怖主义的延伸，它和传统恐怖主义相互配合，互为补充。网络作为新型的恐怖主义工具，它具有活动隐蔽性强、成本低廉、目标众多、危害巨大等特点，因此它有着传统恐怖主义无法比拟的影响力。恐怖主义分子选择网络作为工具，主要用它来进行网络恐怖主义宣传与扩张、联络成员与传递信息以及进行网络恐怖主义攻击。而且随着时间的推移，网络恐怖主义有集团化、黑客恐怖化、目标平民化、攻击手段多样化等发展趋势，因此对网络恐怖主义的防控显得越来越紧迫。在网络全球化的浪潮中，中国也深受网络恐怖主义之害。中国的网络恐怖主义的存在，其根源是因为中国传统恐怖主义势力尚未被完全消灭，如“疆独”和“藏独”恐怖分子。而且中国还面临着敌对势力网络宣传渗透威胁不断加剧，国际恐怖主义组织网络袭击威胁不断发生，邪教、黑客等潜在网络恐怖主义威胁不能忽视等情况。而中国目前反网络恐怖主义的实际状况则是重视程度不够、法制化水平不高、专业化力量不足、经费保障不到位、专业化的反网络恐怖主义演习少、合作视野需要拓展。因此要加强中国的反网络恐怖主义斗争，必须从提高全体民众的网络恐怖主义预防意识着手，逐步健全中国的网络恐怖主义防控体系，着力消除网络恐怖主义滋生的土壤，加大网络恐怖主义的技术防控力度，并加强国际间和中国周边地区间的反网络恐怖主义合作。
[Abstract]:With the wide application of the Internet and the rapid development of information technology, the harm and influence of cyberterrorism is becoming more and more obvious, and it has gradually begun to attract the attention of governments. Network terrorism is the extension of traditional terrorism, it and traditional terrorism cooperate and complement each other. As a new type of terrorist tool, network has the characteristics of strong activity concealment, low cost, numerous targets and great harm, so it has unparalleled influence compared with traditional terrorism. Terrorists choose the network as the tool, mainly to carry on the propaganda and expansion of the network terrorism, contact the members and transmit the information, and carry on the network terrorist attack. And with the passage of time, the network terrorism has the trend of collectivization, hacker terror, target civilian, attack means diversification and so on, so the prevention and control of network terrorism becomes more and more urgent. In the tide of network globalization, China is also hurt by network terrorism. The existence of China's cyberterrorism is rooted in the fact that Chinese traditional terrorist forces, such as Xinjiang independence and Tibetan independence, have not been completely eliminated. Moreover, China is also facing the increasing threat of network propaganda and infiltration by hostile forces, the constant occurrence of the threat of cyber attacks by international terrorist organizations, and the potential cyber terrorist threats such as cults and hackers that cannot be ignored. However, the actual situation of anti-network terrorism in China at present is that the degree of attention is not enough, the level of legalization is not high, the specialized strength is insufficient, the funds are not in place, the specialized anti-network terrorism exercises are few, and the cooperation field of vision needs to be expanded. Therefore, in order to strengthen China's struggle against cyberterrorism, it is necessary to raise the awareness of the entire public on the prevention of cyberterrorism, gradually improve China's cyberterrorism prevention and control system, and strive to eliminate the breeding ground for cyberterrorism. Strengthen the technical prevention and control of cyberterrorism, and strengthen international and neighboring areas of anti-cyberterrorism cooperation.
