冷战后中印地缘战略关系中的美国角色分析

【摘要】:冷战结束后,世界局势开始发生了一些新的变化。传统国家安全局面的打破要求新的安全思维和战略的建立。作为冷战结束后世界唯一超级大国的美国,凭借自身得天独厚的地缘优势,在亚太地区实行以维持地区均势,保持中印两国相互制衡为特点的单边主义战略。在这一过程中,美国试图通过中印在边界问题以及在印度洋海域的战略博弈来维持其亚太地区的利益诉求。 9.11事件的发生,使美国本土遭受沉重打击,客观上要求美国对自身传统地缘安全战略进行重新定位。同时,美国在反恐、能源通道以及经济发展等方面对中印的依赖日益加剧,再加之中印特殊的地缘战略重要性以及更进一步将发展经济和提升自身综合国力作为各自战略选择的根本出发点。美国开始意识到其传统安全战略的弊端,逐步认识到在世界主要国家范围内开展广泛的合作对于维护自身安全的重要作用,并以此思想为指导开始对其长期执行的亚太战略进行调整,在亚太地区继续维持其传统战略诉求的同时与中印加强在反恐,地区安全等问题上的合作。 可以说,美国和中印互动关系向什么方向发展,将在很大程度上决定未来世界战略格局和国际体系走向。9.11事件之后,各国在安全方面的利益空前一致,相互之间的依存明显增加。美国与中印之间应当转变传统的“零和”思维,转而更多的寻求“双赢”和“共赢”以新的安全观促进自身新的发展。
[Abstract]:After the end of the cold war, some new changes began to take place in the world situation. The break-up of the traditional National Security Agency requires the establishment of new security thinking and strategies. As the world's sole superpower after the end of the Cold War, the United States, relying on its unique geographical advantages, has implemented a unilateralist strategy characterized by maintaining regional balance of power and maintaining checks and balances between China and India in the Asia-Pacific region. In this process, the United States tries to maintain its interests in the Asia-Pacific region through the border issues between China and India and the strategic game in the Indian Ocean. The events of 9 / 11 have hit the United States hard, which objectively requires the United States to reposition its traditional geo-security strategy. At the same time, the United States is increasingly dependent on China and India in areas such as counter-terrorism, energy access and economic development. In addition, China and India have special geo-strategic importance and take the development of economy and the promotion of their own comprehensive national strength as the fundamental starting point of their respective strategic choices. The United States began to realize the drawbacks of its traditional security strategy and gradually realized the important role of broad cooperation among major countries in the world in the maintenance of its own security, Under the guidance of this idea, the Asia-Pacific strategy, which has been implemented for a long time, has been adjusted, while maintaining its traditional strategic appeal in the Asia-Pacific region and strengthening cooperation with China and India on issues such as anti-terrorism, regional security and so on. It can be said that the direction in which the interaction between the United States and India will develop will to a large extent determine the future world strategic pattern and the direction of the international system. After the events of 9 / 11, the interests of all countries in terms of security have never been the same. There is a marked increase in interdependence. The United States and China and India should change the traditional "zero sum" thinking and seek more "win-win" and "win-win" to promote their own new development with a new security concept.
