1997年后美国对港民主输出政策与香港政制发展

【摘要】：香港回归后,美国对香港民主输出的政策日渐清晰,开始积极介入并干预香港政治事务。香港在美国的"民主"发展规划中主要发挥"民主前沿阵地"、自由市场经济体制对中国经济体制发展方向的引导、催化、转化两个作用。美国对港民主输出政策呈现清晰化、系统化、参与主体多元化、政治化、法制化、公开化、国际化等特点。我们应在中美关系的战略背景下正确认识美国对港民主输出问题,认真分析美国对港民主输出政策的行为主体,制定针对性强的对美政策,进一步完善与香港基本法实施相关的制度和机制。
[Abstract]:After Hong Kong's return to China, the United States' policy on Hong Kong's democratic exports became clearer, and the United States began to actively intervene and interfere in Hong Kong's political affairs. Hong Kong plays an important role in the development plan of "democracy" in the United States. The free market economic system plays two roles in guiding, catalyzing and transforming the development direction of China's economic system. The export policy of US democracy to Hong Kong is characterized by clarity, systematization, pluralism, politicization, legalization, openness and internationalization. Under the strategic background of Sino-US relations, we should correctly understand the issue of US democratic export to Hong Kong, seriously analyze the main actors of the US policy on democratic export to Hong Kong, and formulate a well-targeted policy towards the United States. We will further improve the systems and mechanisms related to the implementation of the basic Law in Hong Kong.
