【摘要】：正近年来,互联网深刻改变了恐怖主义的动员机制和国家反恐体系的运作模式。这种改变有哪些典型表现和特征,网络反恐的现实困境是什么,本文尝试对这些问题作出回答。一、网络恐怖主义的动员特征通过与全球传媒体系、金融体系、动员体系的融合,恐怖主义得以超越作战手段的传统状态并实现灵活的"网络游击战"。互联网使恐怖组织把原教旨主义的保守性和全球动员
[Abstract]:In recent years, the Internet has profoundly changed the mobilization mechanism of terrorism and the operation mode of national anti-terrorism system. What are the typical manifestations and characteristics of this change, what is the real dilemma of network terrorism, this paper tries to answer these questions. First, the mobilization characteristics of cyberterrorism can transcend the traditional state of war means and realize flexible "network guerrilla warfare" through the integration of global media system, financial system and mobilization system.
