欧盟能源—气候战略:转型新挑战和新思路

【摘要】：欧债危机增加了欧盟能源-气候战略面临的挑战和实施难度。当前欧盟围绕2030气候-能源框架的辩论表明,欧盟气候-能源战略在向能源-气候战略调整,经济竞争力与能源安全供应成为战略优先考虑。这一战略调整反映出,欧盟不仅需要重建气候变化、竞争力和能源安全三重目标之间的平衡,还需在政府干预和市场机制之间寻求平衡。从长期看,欧盟推进低碳经济转型的进程不可逆转。
[Abstract]:The European debt crisis has made the EU's energy-climate strategy more challenging and difficult to implement. The current EU debate over the 2030 climate-energy framework shows that the EU's climate-energy strategy is adjusting to its energy-climate strategy and that economic competitiveness and energy security supply are strategic priorities. The strategic shift reflects the need for the EU not only to restore a balance between the triple goals of climate change, competitiveness and energy security, but also between government intervention and market mechanisms. In the long run, the EU's process of promoting a low-carbon economy is irreversible.
