民族区域与共通体:欧洲转型的两个阶段

【摘要】：欧债危机后兴起的疑欧主义为欧洲转型概念的提出提供了研究的空间。欧洲转型不仅可以把欧洲整合进程中的前进、后退以及循环这样的复杂过程综合地概括出来,同时还可以从空间和时间上把握欧洲向心整合过程中的异质性。欧洲转型的起点是民族国家,而终点则是欧洲民族区域。欧洲民族区域的构建包括区域构建和民族构建两部分。与联邦概念相比,民族区域概念在学理上更为准确,同时也与民族国家保持了概念上的一致性。欧洲转型并不是一个从起点到终点的线性过程,而共通体则是其阶段性的目标。共通体是相对于共同体而言的概念。共同体的资源分配以自上而下的模式为主,而共通体的资源分配则建立在自下而上的协调基础上。本世纪以来的制宪进程是一种共同体的努力,但是这一努力却需要在共通体的基础上达成。欧债危机的产生表明欧洲共同体还远未形成。在危机出现的初期,欧盟放弃救助的逻辑便是共通体的逻辑。欧债危机在一定程度上又加剧了共通体逻辑的影响,但同时也为共同体的进一步发展孕育了新的契机。目前的欧洲转型有两项重点:一是巩固共通体的成果;二是从共通体转向共同体。不同区域执行这两大任务的侧重和进度应有所区别。
[Abstract]:Euroscepticism, which emerged after the European debt crisis, provides space for research on the concept of European transformation. The transformation of Europe can not only generalize the complex process of European integration, such as advance, retreat and cycle, but also grasp the heterogeneity in the process of European integration in space and time. The starting point of Europe's transition is the nation-state, and the end point is the European ethnic region. The construction of European ethnic region includes two parts: regional construction and ethnic construction. Compared with the concept of federation, the concept of national region is more accurate in theory and consistent with the concept of nation-state at the same time. The transformation of Europe is not a linear process from beginning to end, and the common body is its stage goal. Commonality is a concept relative to the community. The resource allocation of the community is based on the top-down model, while the common resource allocation is based on the bottom-up coordination. The constitutional process of this century is a community effort, but it needs to be achieved on a common basis. The emergence of the European debt crisis shows that the European Community is far from being formed. In the early days of the crisis, the EU's logic of giving up bailouts was common. To some extent, the European debt crisis aggravated the influence of common logic, but also gave birth to a new opportunity for the further development of the Community. There are two key points in the current transition of Europe: one is to consolidate the achievements of the common body; the other is to shift from the common body to the community. There should be differences in emphasis and progress in the implementation of the two major tasks in different regions.
