云南省在构建与周边国家新型外交关系中的角色和作用

【摘要】：随着全球化和区域化的日益发展,地方政府外交日益受到关注并在上海、北京等地获得巨大发展。习近平总书记在中央周边外交工作座谈会上提出推进中国周边外交工作,建立与邻国新型周边外交关系,为云南在中央授权或指导下开展地方政府外交提供了可能。云南如能充分利用区位地缘优势和人文优势,从事一些中央政府想做、应做但又暂时不方便或不能做的事情,起到探路、桥梁和缓冲的作用,不仅可以从中收获巨大的直接利益,还可大大提高云南省自身的地位,为云南省的发展创造更大的发展空间。
[Abstract]:With the development of globalization and regionalization, local government diplomacy has been paid more and more attention and developed in Shanghai and Beijing. General Secretary Xi Jinping proposed to promote China's peripheral diplomacy and establish a new type of peripheral diplomatic relations with neighboring countries at a forum on diplomatic work around the central government, which provided the possibility for Yunnan to carry out local government diplomacy under the authorization or guidance of the central government. If Yunnan can make full use of its geographical and cultural advantages and engage in something that the central government wants to do, but which is temporarily inconvenient or unable to do, it will serve as a way out, a bridge and a buffer. It can not only benefit directly from it, but also improve the status of Yunnan Province, and create more development space for the development of Yunnan Province.
