美阿巴三边关系中的“越境打击”及其前景

【摘要】：越境打击已成为当前阿富汗—巴基斯坦边境地区最为频繁、争议最多的一种军事行动。阿富汗新政府、美国和北约多次威胁或实施越境打击活动,对巴基斯坦境内的塔利班、本·拉登势力和部族武装分子进行了猛烈打击,这对阿巴关系、美巴关系都产生了诸多负面影响。巴基斯坦无力解决境内割据的暴力组织又不愿假手他人,这成为越境打击的主因。只有美阿巴加强跨界反恐合作和合法越境打击,才能实现共赢的局面。
[Abstract]:Cross-border strikes have become the most frequent and controversial military operation along the Afghanistan-Pakistan border. The new Afghan government, the United States and NATO have repeatedly threatened or carried out cross-border strikes against the Taliban, bin Laden forces and tribal militants in Pakistan. Us-Pakistan relations have had many negative effects. Pakistan's inability to deal with separatist violence and its reluctance to fake others has been the main cause of cross-border attacks. Only by strengthening anti-terrorism cooperation and legitimate cross-border strikes can the US-ABA achieve a win-win situation.
