中国在非洲参与联合国维和行动的经验:以刚果民主共和国、苏丹和利比里亚为例

【摘要】:中国在非洲(尤其是刚果民主共和国、苏丹与利比里亚)的联合国维和行动越来越积极与富有成效,并扮演了关键角色。本文准备在国际体系理论的框架内考察中国的维和行动,采用量化分析的研究方法(但不止于这一方法)进行分析,量化分析的方法在已知的研究方法中更易于解释各种现象。 本文拟分为五个部分,即综述、联合国安理会与中国1948-2010年间的联合国维和政策、中国在非洲的维和经验、联合国安理会框架内的中非合作前景以及结论与建议。 第一章综述 本章回顾总结相关文献,并对相关问题展开陈述,详细阐释本文选择刚果民主共和国、苏丹与利比里亚作为案例的依据。当然,中国在上述国家展开了大规模的维和行动是选择它们进行研究的主要原因之一。 同时,本章还将给出并解释本文主要的研究目的、核心问题、方法论以及理论框架。 第二章联合国安理会与中国1948-2010年间的联合国维和政策 本章将论述联合国、联合国安理会与维和行动之间的内在联系。三者之间存在着复杂的联结关系,中国在这方面的慎重考虑为其赢得了专业的、值得推介的经验。 本章还将分析中国1948-2010年间的联合国维和政策及其未来的维和政策走向,探讨中国的维和政策是如何影响其维和行动的。很显然,这些政策在根本上决定了中国的维和经历,中国的维和政策仍将继续受到国家主权及其相关原则的影响。 然而,中国将不得不在建构其未来的维和政策时考虑三个方面的内容,即联合国的要求、目的国家或地区的现实局势以及中国自身的军事实力。这三个条件非常重要,因为这涉及到了中国的国防政策,事关中国国防政策的防御性原则、中国的军事实力以及国际社会的反应。 第三章中国在非洲的维和经验 本章着眼于本文的核心问题,深入考察中国在刚果民主共和国、苏丹与利比里亚的维和经历。在案例分析的基础上,我们认为中国在非洲的联合国维和行动是富有成效的,是值得学习与信赖的经验。 然而,本章将继续剖析这一经验对中国乃至全世界来说具有哪些涵义。中国在非洲的维和行动深化了中国在国际社会中负责任的利益攸关方的角色,也使其在地区影响力方面获得了更大的空间,这种影响力在威望与实力方面都有所提升,引起了很多国家的关注,尤其是那些试图修正其长期奉行的依赖西方的政策的国家。 第四章联合国安理会框架内的中非合作前景 本章的目标之一是探讨联合国安理会框架内的中非合作能否使得在安理会内部出现一些非洲国家(作为其它非洲国家的代表)。本章论述了联合国安理会与联合国维和部在决定或允许执行维和行动中的决定性作用,任何维和行动的执行都要得到联合国安理会的批准。 本章接下来探讨这样一个问题,即如果在完全运用这些经历的基础上,在中非双方的友谊以及在国家发展与战略利益上的共同诉求不断深化的情况下,这种合作是否有可能使一些非洲国家进入联合国安理会。 最后,本章将考察努力促使非洲国家进入联合国安理会的合作可能以何种方式进行,以及这种合作面临的挑战与中国的态度问题。 第五章结论与建议 尽管本文没有涵盖中国自1989年以来参与的联合国维和行动中涉及到的全部10个非洲国家以在更广泛意义上考察其维和经历,但本文选取的案例也足以清晰勾勒出中国从怀疑与批评联合国维和行动的时期,到开始提高其干练的、广受赞誉的维和行动能力。 最后,本文从短期、中期以及长期措施三个方面,提出了中国向更高目标迈进的战略性建议。
[Abstract]:United Nations peacekeeping operations in Africa, particularly in the Democratic Republic of the Congo, the Sudan and Liberia, have become more and more active and productive and play a key role. This paper is prepared to study the Chinese peacekeeping operation in the framework of the theory of international system, using the research method of quantitative analysis (but more than this method) to carry on the analysis, the method of quantitative analysis is more apt to explain various phenomena in the known research methods. This paper is to be divided into five parts, namely, the review, the United Nations peacekeeping policy of the United Nations Security Council and China in 1948-2010, the experience of China in Africa, the prospects of non-cooperation in the framework of the United Nations Security Council, and the conclusions and conclusions.
