阿根廷外交决策机制研究

【摘要】：外交决策机制是一国政治体系内核心决策机制,外交决策机制的有效运行会对于维系国家的国际地位和国内经济发展有着十分积极的影响作用。在包括决策层内部和外围的各种影响因素的共同作用下,决策者需要将国家利益、决策层利益和其他相关角色的政治诉求结合起来,通过决策过程转化为国家政策。从脱离西班牙殖民统治开始,阿根廷国内形成了以总统为绝对核心的决策体制,无论是文人政府还是军政府时期,总统都拥有极高的政治权威。阿根廷国内政局也因为军政府和文官政府之间的多次更替而陷入动荡之中。20世纪90年代开始,阿根廷国内政治民主化进程的推动下,阿根廷对政治体制进行了一系列改革,逐步对外交决策机制的决策程序和规则、决策权的运用等方面进行了调整和完善,呈现出一个新的发展方向。在辩证唯物主义和历史唯物主义科学世界观与方法论的指导下,根据现有的外交决策的研究方法和理论,本文通过批判吸收国内外相关研究领域的研究成果,对与阿根廷外交决策机制有关的国内政治和社会结构的组成、特点以及作用等方面的观察和分析,研究总结出阿根廷外交决策机制的运行特点和模式,并对阿根廷外交决策机制的未来发展方向进行一个简单的预测。
[Abstract]:The diplomatic decision-making mechanism is the core decision-making mechanism in a country's political system. The effective operation of the diplomatic decision-making mechanism will have a very positive effect on maintaining the country's international status and domestic economic development. Under the influence of all kinds of factors, including the internal and external factors of decision making, decision makers need to combine the political demands of national interests, decision-making levels and other relevant roles, and transform them into national policies through the decision-making process. Since the separation from Spanish colonial rule, Argentina has formed a decision-making system with the president as the absolute core. Both the civilian government and the military government, the president has a very high political authority. Argentina's internal political situation has also been plunged into turmoil because of the repeated changes between the military government and the civilian government. Since the beginning of the 1990s, Argentina has carried out a series of reforms to its political system under the impetus of the process of political democratization in Argentina. It has gradually adjusted and perfected the decision-making procedures and rules of the diplomatic decision-making mechanism and the application of the decision-making power, showing a new direction of development. Under the guidance of the scientific world outlook and methodology of dialectical materialism and historical materialism, according to the existing research methods and theories of diplomatic decision-making, this paper critically absorbs the research results of relevant research fields at home and abroad. Observing and analyzing the composition, characteristics and functions of the domestic political and social structure related to the Argentine diplomatic decision-making mechanism, and studying and summing up the operational characteristics and patterns of the Argentine diplomatic decision-making mechanism, And make a simple prediction of the future direction of Argentina's diplomatic decision-making mechanism.
