印度对“达赖流亡政府”的政策的新动向

【摘要】：西藏是中国领土中不可分割的一部分,达赖集团自逃亡印度以来一直从事各种妄图实现“西藏独立”和分裂中国的活动,成为威胁我国外交、军事、民族团结甚至统一大业的危险分子之一。印度作为一个拥有核武器和巨大潜力的地区性强国,与中国在西藏问题、边界问题、资源问题以及国际大战略上都存在着很多不和谐、以及需要研究和不确定的因素。这也让印度政府与达赖集团在某个角度上存在可以相互利用的余地。但与此同时,印度政府又不得不顾虑到中国的底线以及与中国搞好关系的必要性。因此,历史的结果就是印度政府对达赖集团的政策和态度总是随着其他环境因素的变化而变化。印度政府最新的动向基本上表现在鼓动达赖串访“达旺”和接班人选举上。 本文正是试图先简要介绍西藏问题的历史渊源和英印政府的对藏政策,在弄清缘由之后,运用举例论证和比较分析等方法重点分析印度自独立以来在不同时期对待达赖集团的态度及背后的原因。再结合中国的国情与当前国际形势,提出了一些粗浅的看法和意见。
[Abstract]:Tibet is an inalienable part of Chinese territory. Since its flight to India, the Dalai clique has been engaged in various activities in vain to achieve "Tibet independence" and split China, thus threatening China's diplomacy and military affairs. One of the dangerous elements in the great cause of national unity or even unity. As a regional power with nuclear weapons and great potential, India has a lot of discord with China over Tibet, borders, resources and international strategy, as well as factors that need to be studied and uncertain. It also leaves the Indian government and the Dalai clique in a position to use each other. But at the same time, the Indian government has to worry about China's bottom line and the need for good relations with China. As a result, the Indian government's policies and attitudes toward the Dalai clique always change with other environmental factors. The latest move by the Indian government is basically encouraging Dalai to visit Tawang and the election of his successor. This paper attempts to briefly introduce the historical origin of the Tibet issue and the British and Indian government's policy towards Tibet. By means of examples and comparative analysis, India's attitude towards the Dalai clique in different periods since independence and the reasons behind it are analyzed. Combined with China's national conditions and the current international situation, put forward some superficial views and opinions.
