中国对东盟“软实力”外交论析

【摘要】：“软实力”是当代国际政治领域研究与关注的热点问题。“软实力”是“一种通过让他人做自己想做的事情而获得预期结果的能力”,它具体体现在一国的“文化和价值观、社会制度、发展模式、生活方式、意识形态”之中。就其本质而言,“软实力”属于广义的文化范畴,因而系一国综合国力的重要组成部分。实践证明,提升一个国家的“软实力”,有利于增强国家的综合国力、有利于维护和保障国家安全、有利于实现和增进国家利益。自冷战结束以来,中国东盟关系取得了突飞猛进的发展。目前,中国东盟关系已经进入了历史最好时期。中国东盟关系的迅速发展是各种因素共同作用的结果,这其中中国在东盟合理运用其“软实力”外交是非常重要的推动因素之一。中国对东盟的“软实力”外交主要表现在以下几个方面:积极采取措施推动彼此间在政治上的互信;积极推动地区热点问题的妥善处理和解决;以互利共赢推动彼此经济关系的发展;以交流合作实现文化共荣;以大国责任和大国风范来加强与东盟的互助互援。尽管如此,中国对东盟“软实力”外交的提升依然面临诸多挑战:中国与东盟一些国家在社会制度、意识形态、价值观上尚存分歧;“中国威胁论”在东盟还有一定的消极影响;历史问题对中国东盟关系尚有一定的阻碍作用;南海问题不时对中国与东盟一些国家关系的发展带来了影响。
[Abstract]:"soft power" is a hot issue in the field of contemporary international politics. "soft power" is "the ability to achieve the desired results by letting others do what they want to do", which is embodied in a country's "culture and values, social system, development model, lifestyle, ideology". In essence, "soft power" belongs to the broad cultural category, so it is an important part of a country's comprehensive national strength. It has been proved by practice that the promotion of a country's "soft power" is conducive to enhancing its comprehensive national strength, safeguarding and safeguarding national security, and realizing and promoting national interests. Since the end of the Cold War, China-ASEAN relations have made rapid progress. At present, China-ASEAN relations have entered the best period in history. The rapid development of China-ASEAN relations is the result of the joint action of various factors, which is one of the most important driving factors for China's rational use of its "soft power" diplomacy in ASEAN. China's "soft power" diplomacy towards ASEAN is mainly manifested in the following aspects: actively taking measures to promote mutual political trust between each other; actively promoting the proper handling and resolution of hot issues in the region; We will promote the development of mutual economic relations through mutual benefit and win-win results, realize cultural mutual prosperity through exchanges and cooperation, and strengthen mutual assistance with ASEAN with the responsibility and demeanour of the great powers. Nevertheless, China's promotion of ASEAN's soft power diplomacy is still facing many challenges: there are still differences in social system, ideology and values between China and some ASEAN countries; The "China threat Theory" still has some negative influence in ASEAN; the historical problems still hinder the relations between China and ASEAN; and the South China Sea issue has had an impact on the development of relations between China and some ASEAN countries from time to time.
