美国国防战略转型与中国的应对之策

【摘要】：美国经历了“9.11”事件之后,面对新的潜在威胁和不安全因素,开始思索它的国家安全保障,并且为自己未来的全球霸主地位感到担忧。在这个背景下,美国国防战略小组提出了国防战略转型这一概念,并向美国国防部提出了实施这一战略的具体建议。美国从20世纪90年代开始逐渐实施这一战略,希望能通过提升本土安全防卫实力、反恐实力以及调整与盟国的关系和海外军事实力部署等具体做法来实现它不可动摇的霸主地位和拥有能战胜一起对手和威胁的军事力量。基于中国的突出战略地位和实力,美国对中国的考虑在战略转型中占有突出地位,并对中国造成了很大的影响。同时中国在全球化大背景下面对美国的战略转型,采取相应的对策,密切关注与中国安全环境休戚相关的因素,积极调整与周边国家和地区的关系,维护中国的国家安全。
[Abstract]:After experiencing the "9.11" incident, the United States, faced with new potential threats and insecurity, began to ponder over its national security and worry about its future global supremacy. In this context, the United States Defense Strategy Group proposed the concept of national defense strategy transformation, and put forward specific proposals to the U.S. Department of Defense to implement the strategy. The United States has been gradually implementing this strategy since the 1990s, in the hope that it will enhance its local security and defense capabilities. Counter-terrorism capabilities and the adjustment of relations with allies and the deployment of military power overseas to achieve its unshakable hegemony and have the military force that can overcome a rival and threat. Based on China's outstanding strategic position and strength, America's consideration of China occupies a prominent position in the strategic transformation, and it has a great impact on China. At the same time, facing the strategic transformation of the United States under the background of globalization, China takes corresponding countermeasures, pays close attention to the factors that are closely related to China's security environment, actively adjusts its relations with neighboring countries and regions, and maintains China's national security.
